I. Organization background:
The One Earth Future Foundation, Inc. (OEF) is an incubator of innovative peacebuilding programs that designs, tests, and partners to scale programs that work hand-in-hand with those affected by conflict to eliminate the root causes of war. OEF incubates programs designed to foster sustainable peace, partnering with innovative world leaders, global development agencies, and communities to see complex problems at the root of armed conflict in new ways and solve them together.
The evaluation and impact measurement activities are led by OEF´s Impact, Learning, and Accountability (ILA) department, which develops the frameworks for measuring programmatic impact consistent with OEF’s mission and core values. Additionally, ILA supports internal learning and planning processes that enable programs to iterate better to develop and scale innovative models that address complex problems at the root of conflict.
Currently, the ILA Department is in the inception phase of an M&E Information System developed within ActivityInfo platform. Throughout the Information System, critical data and M&E processes will be centralized and managed, including -but not limited to- data-gathering, storage (relational database), processing, analysis, reporting of indicators, and visualization of information on dashboards. It is expected that the Information System includes technical integrations with external platforms such as KoboToolbox, Power BI, and ArcGIS for georeferenced information. In the inception phase, the system will manage a 10-project portfolio (distributed in two countries: Colombia and Somalia), with about 50 relational entities and complex role-based access control.
II. Consultancy objective:
OEF seeks a highly competent Data Visualization and Storytelling Specialist to configure and implement the Information System´s visualization modules in Power BI and develop the technical integrations with the ActivityInfo databases and internal/external websites as required.
III. Scope of Work
The successful consultant will be expected to develop the configuration/implementation of the Information System´s Visualization and Storytelling modules in Power BI, in coordination with OEF-ILA´s department and ActivityInfo team, which includes the following tasks:
1. Advising and assisting OEF on best practices in M&E data visualization and storytelling, as well as required integrations with additional tools like Power BI, ArcGIS and Kobotoolbox.
2. Design and configuring the core modules for data visualization and storytelling in Power BI, including integrations with ActivityInfo´s relational databases and indicators´ tracking system. It is expected, in addition, that the Power BI visualization modules can be connected/embedded in the OEF`s internal and public websites as required.
3. Configure a streamlined data-updating scheme (in real time) of the visualization and storytelling modules. These should have differentiated user experiences according to the defined profiles.
4. Support other additional tasks in relation to the overall data visualization and storytelling from design to validation and maintenance, including the data integration process with the ActivityInfo databases.
5.Provide comprehensive user training and support during the implementation phase of the data visualization and storytelling design, addressing and resolving reported user experience issues.
6. Create the data visualization and storytelling user manual
7.Create the data visualization and storytelling programmer manual.
8.Design a scaling plan for the data visualization and storytelling modules to address, in coming years, a broader programmatic portfolio and its respective information management requirements.
IV. Desired skills
1. Excellent knowledge/skills in data visualization, frontend design, backend development, dashboards configuration, and integrations with external data sources. Previous experience within ActivityInfo´s environment and integration with Power BI will be highly valued.
2. Experience in continuous integration and the delivery of robust, clean and reliable data visualization and story-telling solutions in Power BI.
3. Relevant experience in M&E information systems development, knowledge management and/or business intelligence field, will be highly valued.
4. Understanding of MEAL approach (Monitoring, Evaluation Accountability and Learning) needs and constraints will be highly valued.
5. Ability to implement complex and participatory projects.
V. Deliverables
1. A technical implementation plan for the data visualization and storytelling modules in Power BI, integrations with ActivityInfo, and the internal and public sites of the Organization.
2. OEF data visualization and storytelling toolbox configured and implemented for internal and public users (including integrations with external platforms as required).
3. Training and support activities for OEF´s team during the implementation phase, as required.
4. Data visualization and storytelling scaling plan and related protocols.
5. User´s manual
6. Programmer´s manual.
IV. Institutional Arrangement
1. The consultant will conduct the established tasks remotely, including the provisión of her/his work elements (laptop, phone, internet service, among others).
2. The consultant will be supervised by the ILA Department’s Senior M&E Specialist.
3. The consultant will regularly engage with the ILA team, other OEF departments/programs, and the ActivityInfo technical team.
4. The consultant is expected to be able to accomodate earlier/later meetings to account for time zone differences of team staff (Colorado (USA), Colombia, Somalia, and the Netherlands)).
5. Under the confidentiality terms of the contract, the consultant will have access to relevant information for the execution of the tasks and will be expected to abide by strict confidentiality agreements.

VI. Education and Professional Experience
1. Professional degree in business intelligence, IT technologies, computer sciences, web resources development, programming, and/or other fields like economics, statistics, or business administration with previous relevant experience in frontend and visualization solutions in Power BI. A postgraduate degree in related areas is desirable.
2. At least 5 years of professional experience in business intelligence, information systems development and visualization solutions.
3. Previous experience in integration processes of ActivityInfo with Power BI, and other related platforms such as ArcGIS.
4. Experience developing information systems for social and economic development projects as well as peace-building related areas, will be highly valued.
5. Experience developing information systems for international organizations and cooperation agencies (USAID, United Nations System, EU, etc.) will be highly valued.
