Duties


The CFTC is currently hiring under the Pathways Recent Graduate Program. If selected for one of these positions, you will be placed in a dynamic one year developmental rotational program designed to lead to a civil service career in the federal government. You will work with CFTC staff members in one of our Division/Offices on projects and assignments that cover a broad range of administrative and/or mission functions. At the full performance level, typical duties include:


  • Providing oral briefings and written summaries of analysis-derived findings, results, and recommendations.
  • Creating presentations for and conducting them for different audiences, both esoteric and general.
  • Applying analytical techniques, automated tools, and data visualizations to large data sets.
  • Developing data dictionaries for elements in the data catalog and identify duplicate or similar data.
  • Identifying and reconciling discrepancies from different data sources.
  • Cataloging siloed data for enterprise data catalog.
  • Writing codes using open-source languages like Python or R.
  • Assembling and analyzing information obtained from data repositories.
  • Enhancing the existing data flow diagrams.

  • Males born after 12/31/1959 must be registered for the Selective Service.
  • You must meet all eligibility requirements for the Pathways Recent Graduate Program at the time of application as well as the duration of the appointment. You will be required to sign a Pathways Participant Agreement.
  • Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.

ELIGIBILITY REQUIREMENT


All eligibility requirements must be met by the closing date of this announcement.


Recent Graduate Program Eligibility:


To meet the Program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor's, Master's, Professional, Doctorate, OR obtained a Vocational, Technical degree or certificate from a qualifying educational institution, within the previous two years. Preference eligible veterans who were precluded from applying due to their military service obligation, begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed.


Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirement.


QUALIFICATION REQUIREMENT


The qualification requirements must be met by September 30, 2023 for consideration.


Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


CT-09: You qualify at the CT-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the CT-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. Specialized experience is defined as:


  • Applying analytical techniques, automated tools, and data visualizations to large data sets; AND Experience presenting data analysis findings to an audience.


OR


  • A Master's degree or two full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the CT-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.


OR


  • Posses a combination of education and experience.


CT-11: In addition to the requirements at the lower grade level(s), to qualify at the CT-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the CT-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. Specialized experience includes all of the following:


  • Knowledge of financial risk and trading operations and practices of futures, swaps, or securities organizations or other service industry organizations; Applying analytical techniques, automated tools, and data visualizations to large data sets; and Experience presenting data analysis findings to an audience.


OR


  • A doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.


OR


  • Posses a combination of education and experience.

This is a Bargaining Unit Position located in the National Treasury Employee Union (NTEU) Chapter 337.


Relocation: Relocation expenses will not be paid.


Trial Period: You may be subject to a one-year trial period.

Program Completion and Conversion:


CFTC may non-competitively convert Recent Graduates to a term or permanent position in the competitive service, provided that there is an available position. Recent Graduates converted to term appointments may later be non-competitively converted to a permanent competitive service position. Placement in the program does not guarantee conversion to a permanent appointment, nor is it mandatory. To be eligible for conversion, a Recent Graduate must:


  • Successfully complete at least one year of continuous service in addition to all of the program requirements outlined in the Recent Graduates Participant Agreement;
  • Receive written recommendation for conversion from their first-level supervisor; and
  • Demonstrate successful job performance consistent with CFTC’s performance appraisal program;
  • Meet the OPM qualification standards for the position to which the Recent Graduate will be converted.
