Job Description
Overview: The Department of Veterans Affairs (VA) is committed to providing our nation’s Veterans with a best-in-class supply chain that enables Clinicians, Administrators, and Employees to deliver exactly what a Veteran need, when they need it, where they need it. Departing from the traditional approach of focusing on one segment of the organization, the Government performed an Enterprise Strategic Review from October 14th, 2021, through September 30th, 2022. This review collected inputs and concurrence from Supply Chain Champions from across VA. As a result of this review, VA has established a new Enterprise Supply Chain Modernization office to support the VA to more efficiently deliver the items that employees and Veterans need. In support of these decisions, the VA Logistics Redesign (VALOR) Program Management Office (PMO) in conjunction with the Office of Information and Technology (OIT) is responsible for implementing the new enterprise supply chain system across VA. The plan for Enterprise-wide Supply Chain is a roadmap to deliver on these priorities and the ability to gather and share data through the VALOR Data Management Directorate (DMD) will facilitate enterprise-wide integration and data sharing within the ESCM eco system and other systems supporting Electronic Health Record Modernization (EHRM) and Financial Management Business Transformation (FMBT) programs. 640 Acres plans on supporting this effort by providing data analysis support and DMD project development and management services.


Overarching Scope of Work:


The Data Analysis Support will require the Data Analyst to perform tasks which support Data Management Division’s Lines of Effort (LOE) assignments for data knowledge products development and data preparatory work (Data Standardization, Data Glossary/Analysis, Legacy System Data Migration, Data Sharing) before, through the acquisition process, and after the ESCM solution vendor comes onboard in 2023. The Data Analysis Support Project shall require the Data Analyst to provide data analysis support of the legacy supply chain information systems. Tasks include


  • Designing and production of reports via a wide variety of industry standard information management research tools to include but are not limited to Power BI and SQL, systems, and processes.
  • Data file analyses,
  • Industry standard assessment of the legacy system data,
  • Identification of supply chain information systems and key characteristics,
  • Deep-dive analysis of data types and flow in conjunction with the VA Value Stream Mapping analysis,
  • Data quality improvement initiatives and,


The Data Analyst shall support the government team in applicable data migration services to include data mapping, ETL activities, and data validation. The Data Analysis Support Project require the Data Analyst to provide support to the government team in the identification and execution of technical requirements for supply chain data sharing between VA and other government agencies to include technical requirements for data user agreement and data mapping. The Data Analyst shall also assist in the development of the following items:


  • Data Migration Strategies
  • Data Analysis Packages
  • Database Analysis Reports
  • Data Mapping to target systems
  • Distribution of strategic messages


Deliverables include:


  • Data Analysis Packages in support of data cleansing, normalization, and glossary development
  • Distribution of strategic messages to include data migration strategies
  • Database Analysis Reports as required for benchmarking and requirements gathering
  • Monthly Report showing hours worked (metrics)


The DMD Project Development and Management services with require the Data Analyst to perform project management tasks by applying familiarity with specialized technical terminology, prepare graphics presentation, plan, and coordinate meetings/conferences, perform data entry, filing, and reproduction for the Data -Management Division. These tasks include but are not limited to the following:


  • Prepare strategy documents, papers, reports, and written responses
  • Accomplish meeting logistics including sending invites, coordination of conference spaces
  • Monitor end user satisfaction and response to user feedback mechanisms (i.e., surveys and user questionnaires) to help drive enhancements and increase performance
  • Proofread and edit documents applying familiarity with specialized and technical terminology
  • Design and develop tools (i.e., questionnaires, checklists, surveys, databases, spreadsheets) for data gathering and reporting, and program development based on identified Data Management Division’s needs from the government lead assist in identifying solutions to meet those needs
  • Document Action Items and track completion
  • Track tasks and suspense dates, coordinating timely and complete responses ensuring the accuracy of information delivered, and providing oversight for the total quality management of information delivered


The Data Analyst shall also assist in the development of the following items:


  • Create Meeting Agendas (Purpose, Product, People and Process)
  • Create action items
  • Coordinate and compile tasks and deliverables for seamless integration and coordinated outcomes
  • Seamless integration and coordinated outcomes
  • Present Materials
  • Maintain Action Item Tracker


Deliverables include:


  • Monthly Report showing the hours worked (metrics)
  • Data Management Division Meeting Minutes
  • Data Management Division Presentation Materials
  • Data Management Division Meeting Agendas


Requirements


The Data Analyst performs tasks which may include obtaining data through advanced computerized models; extrapolating data patterns through advanced algorithms; developing simple graphs and charts to explain how the mathematical information will influence the specific project or business; and presenting to managers how to best alter their business models to generate profitable future trends.


Requirements


  • Work experience in project management
  • Proficient in programs including Python Scripts, Structured Query Language (SQL), Data Management and Analytics Operating System, Corporate Data Warehouse, Power BI, Data Visualization skills.
  • Excellent interpersonal/communication/writing skills
  • Proficient in Microsoft Office Products including Excel, PowerPoint, working in fast paced Lean Agile environment using task tracking software (i.e. JIRA).
  • BA/BS degree with 8+ years of experience
  • Experience in supply chain data
