General Information

This is responsible professional and technical work in conducting detailed research and analysis of confidential investigative information relating to criminal activity.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS: Attainment of a minimum of a bachelor’s degree from a recognized college or university in criminal justice, public administration, business administration, or related field, and a minimum of three years responsible experience in the research, evaluation and analysis of statistical data, preferably in a law enforcement environment; or a combination of education and experience equivalent to these requirements.

SPECIAL REQUIREMENT
: Must possess a valid driver’s license from state of residence.

ESSENTIAL REQUIREMENTS OF THE WORK
:

Good knowledge of the principles, practices, and techniques of analysis and information gathering from numerous data sources.

Good knowledge of statistical analysis techniques.

Good knowledge of crime and intelligence analysis methods.

Good knowledge of data research methods, concepts and techniques.

Good knowledge of mapping and link analysis software.

Ability to perform statistical analysis.

Ability to analyze criminal intelligence data.

Ability to understand and analyze trends, cycles, and upcoming events pertaining to special interest groups, street gangs, and other criminal organizations.

Ability to understand and analyze differing criminal factions.

Ability to write clear and concise reports.

Ability to use a personal computer to develop reports, perform statistical analysis, and to develop presentation materials.

Ability to perform assigned tasks with minimal supervision.

Ability to establish and maintain effective working relationships with law enforcement officials, other employees and the general public.

PHYSICAL REQUIREMENTS
:

Ability to exert physical effort in sedentary to light work, which may involve some lifting, carrying, pushing or pulling of objects and materials.

EXAMPLES OF WORK: (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)

Collects criminal intelligence data from various sources, including previous investigations, informant databases, legal documents and instruments, information storage and retrieval systems.

Analyzes criminal intelligence information.

Manages the collection of criminal intelligence data for entry into information storage and retrieval systems.

Manages criminal activity information from internal and external sources to ensure information is properly analyzed, evaluated, categorized and stored for effective analysis and dissemination.

Manages the retention and proper disposition of criminal activity information and records.

Determines the structure and operation on a tactical level of organized criminal groups, such as organized crime families, terrorist and professional criminals.

Researches and analyzes intelligence relating to patterns, trends, and movement of criminal groups or individuals.

Prepares time flow, link analysis, and other charts to illustrate and clarify the structure and operation of groups.

Coordinates the exchange of interstate and intrastate information pertaining to criminal activity and criminal movement.

Prepares analytical reports of intelligence information.

Develops recommendations for subsequent investigations.

Writes analysis reports and develops maps and charts to clarify and organize information for further investigation, prosecution in criminal court, or to substantiate recommendations.

Prepares case reports, charts and analysis.

Forwards case reports to Criminal Investigation Supervisor for review and verification.

Analyzes criminal intelligence to predict capabilities and vulnerabilities of investigative strategies.

Prepares intelligence reports.

Attends conferences and training sessions, and visits other law enforcement agencies to stay abreast of current investigative analysis methods.

Serves as department liaison with other law enforcement agencies on criminal intelligence matters.

Performs related work as required.

Important Information

DISTINGUISHING FEATURES OF THE WORK: An employee in this class is responsible for investigating, collecting, evaluating and analyzing criminal intelligence information to assist and enhance the effectiveness of law enforcement operations and programs. Work is performed within established procedures through specific and general delegation by the supervisor with considerable latitude to exercise independent judgment. Supervision may be exercised over clerical personnel and administrative direction and coordination may be provided to other departments and personnel.

MEDICAL EXAMINATION
: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.

A “Practice Test Seminar” is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
