Job Description

Administrative Unit

Office of Federal Programs and Support, Special Education Services

Duties and Responsibilities

1. Develops and conducts external and internal research projects/studies utilizing a variety of research methodologies and assists in the development of high quality final products (e.g., proposals, reports, technical documents, etc.).
2. Conducts research and evaluation of special education initiatives and special education reporting indicators, including but not limited to the State Systemic Improvement Plan (SSIP).
3. Demonstrates the ability to develop, locate, and use surveys, rubrics, theories of action, logic models, evaluation plans, and other evaluation tools to collect and analyze data using large datasets.
4. Utilizes appropriate sampling techniques, follows standardized procedures for data collection, verification, and analysis, and conducts a variety of basic and complex statistical analyses of data using data analysis software.
5. Monitors identification rates, oversees implementation, and provides support for coordinated early intervention services (CEIS) concerning local educational agencies (LEA) who are identified as or are at risk of having significant disproportionality.
6. Assists with collection of evidence and documentation necessary for federal monitoring activities.
7. Assists with state and federal special education reporting requirements as needed.
8. Provides professional development and technical assistance on special education topics including but not limited to program implementation and evaluation, and data literacy.
9. Works effectively with diverse stakeholders to collect feedback and solicit ideas for use in problem solving.
10. Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, Federal Programs Officer, and Director of Special Education services.

Qualifications

1. Master’s Degree in Special Education, School Psychology, Educational Psychology, Data Science, Research, Statistics, or related field required.
2. A minimum of three years of educational research/evaluation experience also required.
3. Demonstrates strong technology skills and has experience analyzing, interpreting, and reporting data using graphic displays that are easily accessible to the public and 508 compliant.
4. Possesses knowledge and understanding of methods for calculating student growth and using growth data to inform instructional and policy decisions.
5. Demonstrates strong general knowledge of special education programs, implementation, and compliance.
6. Demonstrates strong general knowledge of federal and state laws and regulations that govern the education of students with disabilities/exceptionalities.
7. Demonstrates proficiency with technology devices and applications such as telecommunications (webinar), computers, software (data analysis software, business intelligence and data visualization software, survey creation software, fiscal software, database software, online and learning management software, personal productivity software, word processing software, etc.), mobile devices, etc. Experience with one or more programming languages preferred (e.g., R).

TYPICAL WORK HOURS: 8:00 AM to 4:00 PM

Employment Relationship

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is at-will and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
