Who We Are:

Miami Nation Enterprises is the economic arm of the federally recognized Miami Tribe of Oklahoma. It's purpose is to pursue economic development opportunities for the good of the Miami Nation and its citizens. The Federal Contracting Group (FCG) is a group of multiple small 8(a) businesses providing services and products to the US Federal Government. The FCG businesses provide IT and professional services, construction, operations, maintenance, and logistics services to both the Department of Defense and civilian agencies.

Overview:

The Contracts Manager (CM) works closely with federal contract business owners and supports them throughout the contract process as well as legal counsel, Procurement and Compliance, as needed. Facilitates the tracking of contracts through the contracting process, including entering data into CostPoint contract and subcontract management system. Ensures contracts timely go through the approval process and are properly executed.


Primary Responsibilities:

  • Participates in special projects as required.
  • Maintains complete and accurate corporate contract files in accordance with all applicable regulations to facilitate internal administration and audits by outside entities; perform contract close-out procedures
  • Maintains, documents and improves current knowledge of relevant contractual procedures and practices.
  • Organizes Contracts Management shared folder;
  • Monitors status of contracts and task orders and ensure timely reporting of contracts deliverables.
  • Prepares Request for Proposal (RFP) for subcontracts.
  • Serves as a liaison with contractors and subcontractors regarding contracting issues.
  • Generates reports on contract and subcontract activity as required.
  • Supports agency audits such as GSA, DOL, DCMA/DCAA and occasionally support FOIA requests
  • Prepares consulting agreements; maintains a consulting agreement log.
  • Administers federal contracts and subcontracts, including modifications, correspondence, documentation, certification, contractual and compliance reporting; maintains contract and subcontract log.
  • Participates in the negotiation of contract terms from proposal stage to project close-out in accordance with relevant regulations.
  • Sets up subcontracts, purchase orders and consulting agreements in CostPoint;
  • Drafts and reviews Teaming Agreements; Non-Disclosure Agreements; Memoranda of Understanding, etc. and maintains logs of all company documents;
  • Participates in the preparation of proposals; maintains bid and proposal log.
  • Reviews and approves subcontractor invoices.
  • Prepares and maintains a Compliance Calendar of contractual reporting due dates in Excel, including contract renewals, registrations, SBA reviews, etc.


General Job Qualifications and Requirements:

  • Problem solving abilities and analytical thinking will be required in order to work around unforeseen issues.
  • Highly organized, attention to detail, proofreading and extensive writing tasks will be required.
  • Bachelor’s degree in Communications, Legal Studies, Business or equivalent is required;
  • Excellent communication skills (oral, presentation, and written).
  • Proficient in Microsoft Office Suite, and Adobe Professional, and an enterprise system such as CostPoint.
  • Knowledge of contracting principles and terminology including Federal Acquisition Regulations.
  • 3 to 5 years’ experience in the Federal contracts and compliance areas.
  • Experience with 8(a) companies especially with Tribal or Alaska Native Corporations preferred.
