Minimum Qualifications:

Bachelor's Degree in accounting, business or public administration, or a related field required; supplemented by five years of experience administering contract compliance or small/minority/female/disadvantaged business development programs, including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Certified Compliance Administrator (CCA) administered by ACCA is preferred and may be required.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:

The purpose of this classification is to administer, oversee and enforce contract compliance activities related to Fulton County's Non-Discrimination in Purchasing and Contracting Ordinance (NDPCO) and related federal regulations. Responsibilities include managing assigned staff and administering the NDPCO to increase the participation of minority and female owned businesses in the procurement process. This classification is distinguished from the Contract Compliance Manager in that this class administers the development of programs such as contract compliance community outreach, contract certification, and insurance/bonding, whereas the latter coordinates and conducts pre-bid and pre-proposal conferences to clarify documentation based on Minority/Female Business Enterprise (M/FBE) requirements and provides direction in the investigation of complaints and mediation of conflicts between prime and sub-contractors.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Plans, administers, and oversees all contract compliance activities related to the County's Non-Discrimination in Purchasing and Contracting (NDPCO) Ordinance to ensure compliance with program goals: conducts final reviews and grant approval/denial of vendor certification/recertification applications; and provides technical assistance to vendors.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; establishes workloads and prioritizes work assignments; motivates/guides subordinates toward accomplishment of departmental goals and objectives; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures.

Directs development of community outreach, certification, bonding/insurance, and other programs to allow maximum accessibility for small, minority and female business enterprises (MFBE) businesses to seek and obtain contracting opportunities with Fulton County: conducts/participates in outreach events to the vendor community and makes presentations.

Reviews and evaluates Minority/Female Business Enterprise (M/FBE) participation on projects and tracks and determines the level of utilization/underutilization of minority/female owned businesses: and investigates alleged violations.

Compiles, reviews and/or validates statistical data provided for each Board awarded item: confirms data on all packages submitted for Board approval; validates utilization of MFBE/SDVBE subcontractors and vendors; serves as moderator in disputes regarding claims of discrimination, performance on contracts and payments.

Advises and consults with the business community, representatives of professional organizations, and internal and external customers on insurance/bonding, purchasing, certification and contract compliance issues, concerns, policies, and programs.

Develops, defends, and administers budget for the Office of Contract Compliance: makes recommendations; approves or denies specific expenditures; monitors expenditures against approved budget; makes adjustments as necessary.

Meets with federal, state, and local officials, and minority focused professional organizations to establish partnerships for generating and developing outreach programs, contracting opportunities, and other business services.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to non-discrimination in purchasing and contracting; reads professional literature; maintains professional affiliations; serves on committees; and attends meetings, workshops, hearings, and training sessions as required.

Provides reports to the Board of Commissioners through the County Manager, including compiling statistical analyses of each commodity and construction trade and professional/non- professional service contracts awarded to certified and noncertified businesses along with dollar amounts.

Develops and facilitates training required to implement policies and procedures for both internal and external customers.
