LOCATION: City Hall, 419 Fulton Street, Room 300, Peoria, Illinois
HOURS: 8:00 a.m. – 5:00 p.m. Monday through Friday
This position may be subject to state or federal standards requiring COVID vaccination or testing.
This position oversees the demolition, rehabilitation, and construction process for grant funded projects for the City of Peoria, including inspecting properties, writing work scopes and determining all structural needs for acceptance or denial of grant funded rehab assistance. Oversees contractors including procurement through sealed bids, monitoring of project progress, approving, or denying change order requests, and providing customer service to both contractors and residents during the project and to resolve disputes. Evaluates properties for demolition costs or feasibility and cost of rehabilitation. Disseminates and explains program requirements and general information to applicants, contractors and the public. Maintains detailed program files and notes and assists other grants staff with project documents and field work. Ensures all inspection work is in compliance with grant regulations and all applicable building codes.

Examples of Duties
¨ Conducts field work related to rehabilitation and construction of project; analyzes and inspects properties; develops work scope/plan and creates individual cost estimates.
¨ Monitors projects to ensure work scope is being following, ensures quality of project, and settles disputes on job.
¨ Administers project budget; authorizes payments and performs other administrative tasks in relation to project.
¨ Prepares bid packages, sets bidding deadlines, checks references, and maintains contractor lists.
¨ Processes applications, approves applications, and creates application process.
¨ Prepares and documents historical building approval.
¨ Conducts additional field work in relation to grant projects.
¨ Conducts inspections of commercial property for violations related to the international property maintenance code.
¨ Processes violations through the administrative hearing officer process and manages cases to ensure compliance.
¨ Prepares demolition cases on properties, manages paperwork, testifies in court and researches ownership information.
¨ Inspects existing residential properties to ensure minor repair projects are being built code compliant.
¨ Performs other related duties as assigned.

Minimum Qualifications
High School diploma or GED; and one to three years of progressively responsible related experience and a valid State Driver’s License required. Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job considered.
