Job Description


The Iowa Department of Public Health (IDPH) and the Iowa Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). The Community Access Division strives to connect a variety of programs across legacy DHS and legacy IDPH that all provide direct economic, health, and support programs to Iowans.


In the Economic Assistance section of the Community Access Division, we provide economic assistance to low-income households who qualify for various programs, including SNAP, Cash Assistance, Medicaid, Hawki, State Supplementary Assistance, Refugee Cash and Medical Assistance, HIPP Program, Long Term Care Services and Supports Programs, Child Care Assistance, and Rent Reimbursement. The Economic Assistance Department is seeking an Administrative Assistant 2. Working under the supervision of the Department Director, the position provides administrative assistance to director for the day-to-day operations of the Economic Assistance Department.


In this role, you will be the primary point for vendor(s) contract oversight with approval of all aspects of vendor pre and post contract implementation. You will serve as the subject matter expert for the contract(s) you oversee. You will prepare ad hoc and scheduled reports summarizing vendor progress and compliance to a variety of audiences. You will provide technical assistance and actively participate in initial and ongoing contract negotiation to assure that state needs are effectively represented.


The work location is at 321 East 12th Street, Des Moines, IA. Telework is available with negotiable inperson days, at the Lucas State Office Building on the beautiful Capitol Complex, after training is complete. Flexibility in the daily start and end times. Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
  • All of the following (a, b, and c):
  • A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
  • Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and
