Job Description

Communications Manager - DHHS Communications - Statewide

ND Department of Health and Human Services (DHHS) is seeking a Communications Manager to be embedded in one of its divisions to help drive impactful story-telling. As a Communications Manager, you'll partner with agency-wide Communications team members and leaders to build communication and outreach strategies, change management plans and story engines for internal and external stakeholders.

On a daily basis, you'll listen, diagnose needs, and decipher key messages to determine solutions. You'll build communications plans with deliverables and planning for audience and channels. This includes coordinating, creating, soliciting, editing and submitting content for communication campaigns, as well as serving as a key contact for media inquiries. And, you may have to manage communication specialists and vendor relationships. Most importantly, you'll drive communications projects across the finish line.

To thrive in this position, you are able to write skillfully for many different mediums and audiences, including the people the agency serves, the media and internal team members. You recognize your ability to influence and can connect the dots up, down, across, internally and externally. You have a track record for persistent execution against planned deadlines, and you don't stop until you've crossed the finish line. Because this position is new, you must be able to deal with ambiguity and appreciate the opportunity to launch and design strategic communications.

To be considered for this position, you must have a higher degree focused in communications or marketing and five to seven (5-7) years of significant, progressively strategic work experience. You must have demonstrated success working with stakeholders who are unfamiliar with communications strategies, creating comprehensive strategic comms plans, and effectively integrating change management concepts with communication plans. You must have strong writing capabilities, expertise across multiple channels, media relations experience and proven project management skills. Change management background is a plus. Team and project management experience is preferred.

As part of your application, include examples of your work. One must be a writing sample; the other, a comms plan you created to support a key client or stakeholder.

Location:
Team ND supports a blended workplace model which allows for working from home. This position will be expected to be in Bismarck on a weekly basis and twice weekly during summer months. Candidates throughout North Dakota are welcome to apply, provided they can be in Bismarck for team meetings on a regular basis.

About Us: The Department of Health integrated with the Department of Human Services in September 2022 to become North Dakota Department of Health and Human Services (ND DHHS). ND DHHS strives to make North Dakota the healthiest state in the nation by reinforcing the foundations of well-being: physical, economic, and behavioral. Those services are to be delivered as close to home as possible with a focus on dignity and respect. The keys to delivery of those services will be the 2800 committed, compassionate ND DHHS team members and more than $4 billion in funding from nearly 200 different federal, state and special sources.

Total Rewards: The State of North Dakota is committed to providing team members with a strong and competitive benefits package that support you, your health and your family. Benefits include learning and development opportunities, 100% employer paid health insurance for the entire family, generous time-off, career growth, and a sound retirement system.
