The Clinical Director is a key leader in FBH working closely with the Service Director and Chief Operating Officer to develop and implement treatment programs for adults and/or children/adolescents within available resources. The Clinical Director of the 988 crisis contact center hub for National Suicide Prevention Lifeline and 988 crisis contacts is responsible for the program’s development, growth, maintenance, personnel and 24/7/365 operations. The Program Director monitors all assigned programs to ensure quality of care, efficiency and effectiveness, program performance, productivity and compliance with any accreditation standards, all applicable laws, rules, regulations and FBH policies and procedures. Participates in FBH Leadership team for executive management as part of overall FBH administration, program development and planning. Ensures that all clients receive appropriate and timely services in accordance with their needs and FBH resources. Ensures greatest possible continuity and coordination of care among service providers internally and with other community providers. Participates in FBH-wide administration, program development and planning. Ensures services are provided in accordance with current FBH managed care principles and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Administrative/Operations
  • Work to ensure that services are delivered in a manner that meets qualitative and quantitative standards of the agency and applicable licensing or regulatory bodies.
  • Ensure all contract requirements, including performance outcomes, are met for every assigned program.
  • Accept delegation and follow through with specific expanded assignments and responsibilities within FBH system such as quality improvements teams, agency initiatives, task groups, committees, consultations, mentoring or training responsibilities.
  • Act on behalf of the Service Director and/or Chief Operating Officer as requested.
  • Participate in state-wide initiatives as directed by the Service Director and/or COO.
  • Promote and sustain initiatives promoted by the agency such as Trauma Informed Care, Person Centered Recovery Planning, Motivational Interviewing, etc.
  • Provide leadership and strategic direction for service development and implementation of initiatives.
  • Coordinate supervisory coverage and back-up.
  • Other duties as assigned.
  • Ensure compliance with the Revised Code of Washington (RCW), Washington Administrative Code (WAC), and all other laws, rules, regulations, and policies and procedures as it relates to the provision of services.
  • Manage community concerns as a priority with a goal towards program improvement, staff development, and community education.
  • Participate in media related requests and activities as directed by the Service Director and/or COO.
  • Coordinate Clinical staff meeting schedule/agenda.
  • Plan, organize and implement services in correlation with the Mission, Vision, Principles of Care, and Management Principles of FBH.
  • Convene/chair weekly management meetings.
  • Promote collaboration and build relationships with key community partners.
Management of Assigned Programs
  • Maintain data that is reviewed with the Service Director on a regular basis to support the performance objectives of each assigned program.
  • Analyze data regarding the performance of all program areas for the purpose of conducting a needs assessment and gap analysis to identify opportunities for improvement.
  • Responsible for all assigned program personnel management activities, including overseeing the day-to-day operations at all assigned locations.
  • Ensure clients receive timely access to services while maximizing coordination of care between service providers within and outside of FBH.
  • The Director position may require phone calls after scheduled work hours for business-critical matters.
  • In collaboration with appropriate staff and community partners, advises Service Director on all issues related to service provision and program development.
  • Develop, maintain and enhance whenever possible referral sources with appropriate agencies and ensure FBH’s working relationships in the community are positive and effective.
  • In collaboration with the Program Administrator, will monitor the effectiveness of the 988 follow up program to ensure callers are supported and connected to needed services and resources subsequent to the initial crisis call.
  • Participate in peer review, supervision, intake and diagnostic staffing, in-house educational and administrative meetings as directed.
  • Ensure services are provided in accordance with current FBH policies and procedures.
  • Ensure timely submission of services, authorizations/reauthorizations and other reports.
  • Work closely as necessary with other community resources, professionals, and systems (e.g., law enforcement, DCYF) to support quality care and facilitate a collaborative partnership between FBH and other such entities.
  • Ensure equal opportunity for all assigned staff with regard to work assignments, training, promotions and other conditions and privileges of employment.
  • Promote and sustain the use of evidenced based/promising practices and the clinician model.
  • Ensure adequate 24/7 coverage of crisis services.
  • Expected to be responsive to calls from program staff and FBH leadership as needed.
Management of Personnel
  • Conduct applicant interviews, screening, and request for hire.
  • Ensure FBH charting requirements, correspondence, Workday or its successor, and other paperwork in a complete and timely manner by staff.
  • Provide both regularly scheduled and as-needed supervision and provide consultation to supervisees, as necessary.
  • Ensure all staff are trained and certified, as appropriate for each program.
  • Responsible for overseeing new employee training within the assigned programs and ensure training plans are attended to for the purpose of staff development.
  • Responsible for timely performance appraisal, employee development, and corrective action of assigned employees in coordination with the Service Director and CHRO.
  • Identify, provide, or ensure assigned staff have access to required clinical and administrative supervision and training or secure such training.
QUALIFIED APPLICANTS WILL HAVE:
REQUIRED:
  • Must meet the Washington State requirements for designation as a Mental Health Professional (MHP).
  • Experience in developing policies and procedures or other documents related to the provision of clinical care
  • Seven years of experience providing direct treatment services in behavioral health care with children, youth, families and/or adults with from serious emotional problems, mental illness and/or co-occurring alcohol and substance use disorders.
  • Master's degree in behavioral health
  • Experience in operation and oversight of a crisis line/crisis call center.
  • Experience working in a fast-paced team environment with the ability to successfully implement a region-wide program, manage deadlines and outcome/metric-based projects is necessary.
  • Four years of progressive experience in mental health program administration with demonstrated leadership ability and strong supervision and management skills
PREFERRED:
  • Designation as a Child Mental Health Specialist
  • Active Licensure in the state of Washington
  • Experience writing grants or requests for proposal or interest (RFP/RFI)
KNOWLEDGE, SKILLS & ABILITIES:
  • Ability to work within the agency’s structure, to relate constructively to colleagues and community, and to use professional guidance and supervision.
  • Capacity to work cooperatively, independently and creatively in order to accomplish assigned responsibilities.
  • Must be computer literate with experience in Microsoft operating systems.
  • Knowledge of evidence based and innovative best practices for the treatment of behavioral health disorders, including crisis intervention for special or underserved populations and suicide intervention and advancing suicide prevention.
  • The ability to work with various community partners that interface with this crisis call center hub to standardize and enhance processes with mutual clients.
  • Knowledge of the American Association of Suicidology accreditation and the National Suicide Prevention Lifeline network requirements, and the ability and skills to ensure the program maintains accreditation and meets performance outcomes.
  • Ability to communicate and engage effectively with individuals of varied backgrounds, trauma experiences, cultures, education level and socio-economic status.
  • Capacity to display a positive, optimistic, accepting attitude toward staff, clients and the community. Sensitivity to individuals’ unique cultural characteristics, and to the challenges faced by the socioeconomically disadvantaged.
  • Must have a broad range of experience and/or knowledge of issues related to providing clinical services to children and their families, and adults in a community mental health setting and clinical program development for these populations.
PHYSICAL, SENSORY & ENVIRONMENTAL:
  • Work is performed in offices and in various community settings. Occasional frequent travel between locations within the workday is required. Daily use of computer is required. May be required to lift 10 - 20 pounds.

PAY RANGE (Salary/Exempt):*
Clinical Program Director - No Licensure: $95,740.71 - $116,639.65
Clinical Program Director - Licensure: $102,947.58 - $125,419.69
