Job Description
Position Summary


The purpose of this position is to participate in the collection, collation, analysis, dissemination and evaluation of crime data to discover leads using camera footage, intelligence databases, mapping, and open source techniques.


Position Responsibilities


  • Performs special projects as assigned.
  • Integrate information from analysts and police personnel into a presentation for Command Staff and unit supervisors.
  • Watch aware cameras and other available camera systems to gather case related intelligence.
  • May also be required to work weekends and be called in.
  • Monitors all available sources of media, intelligence sources and homeland security resources to timely identify incidents and patterns.
  • Plans, develops, administers and implements a wide variety of activities related to the activities of assigned unit such as; IAC, CGIC, District, Robbery, Homicide, Aggravated Assault, or other units in need of assistance.
  • Oversee the retrieval and analysis of various crime, calls for service, arrest and other data generated throughout the department.
  • Locates, retrieves, and processes information within assigned functional areas.
  • Study current literature on research methodology and public safety issues and make recommendations for improvements in crime/intelligence analysis practices.
  • Communicates with department divisions, outside agencies, community leaders and partners to coordinate activities and exchange information.
  • May need to work nonstandard business hours, day, middle, or night shift.
  • Develops an information sharing and collaboration network among public safety and private sector partners.
  • Work with a staff of crime and intelligence analysts who perform analysis of trends, patterns and problems for police staff.
  • Assists with routine administrative duties as required.
  • Develop statistical data resources to assist in proactive and targeted investigations, preventative enforcement and education, identification of patterns, trends and criminal organizations and identification of known and repeat offenders.
  • Assists in the development of Operational Plans.
  • Creates and manages an Intelligence database, including input, processing, and output procedures, in an automated data processing or computer environment.
  • Develops an information sharing and collaboration network amongst public safety and private sector partners.
  • Collects intelligence from a variety of sources to create usable and actionable intelligence products.

Qualifications


Civilian Analyst 1


A Bachelor's degree in either criminology, psychology, sociology, data science, or another related field. If someone has five years of experience as a civilian analyst within a police department, but does not have a bachelors degree that would cover the educational requirement. Experience in the use of statistical computer programs and experience working with GIS software, computer databases, relational databases, spreadsheets and Microsoft Office.


Must pass a background check.


Experience working in a public safety and/or emergency management environment is highly desirable. Experience implementing a major technology or communications project preferred. Understands information technology, radio communications systems, video surveillance systems and related technology and keeps current with advances relevant to Department and City needs. Three years of experience conducting research using complex statistical analysis and statistical computer programs is preferred.


Strong knowledge of social media platforms.


Strong general knowledge of the theory, principles and concepts of GIS, and relational databases.


Must have knowledge of 28 CFR Part 23 and Indiana Code 5-2-4.


Must be able to identify priority intelligence assessments and determine when and where to distribute assessments.


Must be willing to work irregular and / or long hours if required during ongoing investigative support.


Ability to prepare and present complex statistical reports.


Knowledge of law enforcement computer systems – Records Management System (RMS) and Computer Aided Dispatch (CAD).


The International Association of Crime Analysts (IACA) certification preferred.
