The Chief Operating Officer - AK is responsible for a variety of functions related to management and business operations across the Alaska Behavioral Health Administrative Services Organization and reports directly to the plan CEO. The position is responsible for assisting in managing P&L, daily operations of multiple levels of staff and departments and may include day to day site operations. The position serves as a member of the Optum Alaska executive management team which is responsible for successful execution of the Alaska contract, is highly customer facing, and assist in project management and implementation of new business for the plan. This position is responsible for the oversite and delivery of all quality assurance and compliance activities, coordinating program evaluation and enhancement, ensuring availability of required policies and procedures, managing corrective action planning, overseeing performance standards, and coordinating program enhancement activities with other Optum Alaska key personnel and staff. The position and the individual selected is at the request and approval of the client-State of Alaska and will be based in commutable distance to Anchorage, AK.

Primary Responsibilities:

  • Attend State meetings as deemed necessary to guide and advise executive leadership of priority items and/or items that need to be carried to leadership venues with the State
  • Provide mastery of contract requirements as well as oversite and monitoring to ensure compliance to those deliverables
  • Communicate quality achievements and activity findings to the State and ensure delivery of required quality reports
  • Facilitate development of policies and procedures in collaboration with functional leads and the Optum Alaska executive management team
  • Serve as a subject matter expert for Optum Alaska operations on regulatory interpretations in collaboration with the Optum Alaska executive management team
  • Develop, implement and oversight of the Quality Assurance Performance Improvement (QAPI) program including plan development, provider oversight and monitoring activities, complaint management, incident reporting, system performance and outcome measures
  • Support solid communications and effective working relationships within Optum Alaska Administrative Services Organization (ASO) operations and between the ASO, State and other stakeholders in Alaska’s behavioral healthcare delivery system
  • Supervise staff as required
  • Demonstrate an effective and adaptive leadership style that promotes innovation and accountability
  • Monitors internal projects and task tracking as it relates to projects and deliverables to the customer
  • Manage all Continuous Quality Improvement (CQI) activities and ensure all staff adhere to CQI principles throughout the program
  • Guide Optum employees in the implementation of and compliance with all contract requirements and federal, state, and local regulations and Medicaid requirements

Required Qualifications:

  • Demonstrated ability to work with individuals across departments and at all levels of management
  • Bachelor’s degree
  • Demonstrated ability to work under tight deadlines and manage multiple projects simultaneously
  • 3+ years of experience managing operations in a healthcare setting


Preferred Qualifications:

  • Managed care experience
  • Knowledge of compliance and quality improvement process and audit readiness
  • Alaska Medicaid experience
  • Master’s degree
