Job Description
Panagora Group, a woman- and employee-owned small business providing novel and integrated learning, communications, and technology solutions to accelerate and heighten impact, seeks a Chief of Party for an anticipated five-year USAID-funded Health Technical Assistance project in Indonesia (the Activity).
The goal of the Activity is to identify, recruit, hire, administer and support qualified individuals or organizations to provide short or long-term technical assistance as needed and requested by USAID Indonesia’s Office of Health. It will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the Government of Indonesia (GOI), parastatal organizations, non-government organizations, civil society organizations, academic institutions, and other research institutes.
The position is full time and is based in Jakarta, Indonesia.
The Chief of Party (COP) will provide overall direction, leadership and management for the Activity. The COP is the corporate activity representative on location responsible for the daily direction, oversight and implementation of activities and achievements. The COP directly supports the client, regularly communicates with the home office to coordinate activity implementation and ensures that excellent deliverables are completed on time and within budget.
The COP will oversee the recruitment and hiring of technical experts, and maintain contracted technical, advisory, professional, operational, and administrative support staff to provide assistance in support of the goals and objectives of USAID/Indonesia Office of Health (OH) and the GOI in the context of the 2020-2025 Country Development Cooperation Strategy.
Duties and Responsibilities
  • Identify issues and risks related to contract management in a timely manner.
  • Ensure compliance with USAID requirements including reporting, official documentation, and waivers.
  • Ensure timely information on the progress and status of all activities under contract.
  • Develop and oversee contract work plans.
  • Manage the activity’s financial resources in accordance with the budget as well as USAID policies and regulations.
  • Make key decisions and solve problems in a timely manner ensuring operational and program integrity.
  • Provide overall responsibility for all recruitment, hiring, and supporting qualified individuals and organizations to provide short or long-term technical assistance as needed and requested by USAID Indonesia’s OH.
  • Ensure quality control of all deliverables and the overall responsiveness of technical assistance provided under the activity.
  • Serve as the primary point of contact for the USAID Indonesia’s OH on identifying and providing specialized expertise critical to the success of Indonesian public health programs and achievement of the Mission’s development objectives related to health.
Requirements
  • Experience successfully managing consultants and ensuring the quality of their deliverables.
  • An advanced degree in public health, business administration, human resource management, international development, or related field.
  • A minimum of 10 years of demonstrated experience in international development, with at least 3 years resident in a developing country. Prior experience in Indonesia is strongly preferred.
  • Demonstrated broad knowledge of current global public health program priorities and approaches.
  • Excellent English writing and communication skills.
  • Demonstrated knowledge of United States (U.S.) Government rules, regulations, policies, and procedures as they relate to managing an international development project and hiring or subcontracting with consultants.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, and project beneficiaries.
  • A minimum of 5 years of demonstrated successful experience as a senior manager of a program providing technical assistance in public health in a developing country; previous Chief of Party experience for USAID projects strongly preferred.
  • Demonstrated experience hiring and placing international and host country technical advisors for international public health programs in a developing country.
  • Experience interacting with senior U.S. government officials required; experience interacting with Indonesia’ government officials preferred.
