THE CHILDREN’S AID SOCIETY OF NEW YORK CITY (CAS) seeks a highly accomplished information technology professional as Chief Information Officer (CIO) to lead its Department of Information Technology into its next stage of development, to improve core IT infrastructure, security and user support; and deliver enterprise-level and unit-specific business solutions. Working with senior management across CAS, the CIO will develop and implement IT strategies and solutions that increase the efficiency and impact of direct service and administrative operations, enabling the most effective use of CAS personnel and other resources to improve the lives of low-income children and families.
The CIO will report directly to the CAS Chief Operating Officer (COO), as a key member of the leadership team that delivers Fiscal, Facilities and IT infrastructure and services across CAS
Responsibilities:
  • Increasing central IT staff capacity and other resources
  • Developing a true business solutions delivery function
  • The CIO will provide constant and consistent communications, clear expectations, and "spot-on" execution, and should possess relationship building skills that inspire and empower the organization to change and move forward. We are seeking a leader with proven management capabilities to carefully navigate the demands of IT integration, technology modernization/innovation, customer enhancements and maintenance and support activities with grace and ease.
  • Improving access and security protocols
  • Strengthening performance and reliability of core IT infrastructure and user support
  • Ensuring sound planning, management and reporting for all IT projects and resources. The CIO will work in partnership with the executive team to conceive, develop and implement technology strategies that integrate and modernize the CAS technology landscape.
  • Refining current CAS IT strategy and objectives
  • The CIO will ensure that the central IT team continues to grow and develop its collective skills and talents to achieve higher quality, productivity, delivery and execution.
Strategy & Planning:
  • Provide leadership that will drive innovation, creative thinking and business partnership.
  • Prepare a strategic IT business plan in alignment with CAS mission and objectives at both organization-wide and business unit-specific levels.
  • Provide leadership in achieving IT service excellence both internally and externally.
  • Plan timeframes and required resources to support key projects and initiatives.
  • Provide thought leadership and subject matter expertise on all technology platforms, including both program services and administrative/support operations.

Operations Management:
  • Meet with senior business unit managers to determine requirements and recommend potential improvements through IT business solutions.
  • Ensure that IT projects and services are carefully planned and executed to maximize benefits and contain or reduce costs from a “total cost of ownership” (TCO) perspective, while adhering to industry standard IT standards and controls.
  • Streamline a heterogeneous technology environment including internally and externally hosted applications; wide range of program service models and geographic locations; and varying levels of investment in basic IT/telecomm infrastructure and end-user capabilities.
  • Lead project implementation of agreed upon solutions and new systems, providing input on acquiring new technology where appropriate.
Customer Service:
  • Embody a customer service ethos by providing excellent service to all agency staff who in turn can then serve children, youth, and families as effectively as possible.

Interpersonal Skills:
  • Provide timely, accurate and objective feedback and serve as a role model for continuous improvement and service commitment, while attracting, developing and retaining top IT talent.
  • Demonstrate superior, engaged and sustainable leadership characteristics in the development of teamwork within the IT department and with other CAS business units.
Qualifications:
  • Hands on experience with IT systems conversions within a large and complex organization.
  • Demonstrated legacy and emerging technology experience.
  • Ability to lead and develop high performance teams with strong accountability standards.
  • Expertise in industry standard methods and practices in the areas of network architecture design and administration, user security and access control at the network and application level, and business solution delivery, including system development life cycle (SDLC) protocols.
  • Strong interpersonal / partnership skills.
  • Bachelors degree
  • Proven communication and presentation skills (both written and verbal).
  • Demonstrated capability to plan, manage and control multiple priorities and projects.
  • Ten years of progressive responsibility in IT management, including both basic IT infrastructure and user support and delivery of business solutions.
