This job posting is for a noncompetitive position and will create a new list The hiring department will conduct a preliminary review of your application to determine who to interview. Under direction, is responsible for analyzing and identifying business needs and coordinating and implementing the required information technology solutions; performs related duties as required.
- Develops use cases and system design documents, outlines the business process design, and defines the requirements and parameters of proposed solutions using project management tools; prepares and presents cost estimates and projected timelines for implementation;
- Acts as liaison between users and technical personnel to determine specifications, feasibility, and affordability of possible solutions; researches and analyzes the software, hardware, and additional technology needed to implement solutions;
- Develops and provides instruction and/or documentation to users about the business systems; provides post-implementation reports of reliability, functionality, and efficiency;
- Communicates with technical staff, such as applications developers and database administrators, to adapt systems to specific section requirements; identifies potential problems and recommends solutions; manages and monitors project development progress using project management tools;
- Documents the development, testing, implementation and evaluation of the business systems; completes and/or directs the preparation of reports, training materials, and operational procedures related to the business systems.
- Determines functional testing schedules; coordinates testing and implementation with technical staff and section personnel; evaluates testing results for efficiency, effectiveness, ease of use, and fulfillment of objectives;
- Consults with users to develop an understanding of the needs and documents the requests, expectations, and requirements to implement or improve the business process;
- Possession of a bachelor's degree and two (2) years of experience analyzing, evaluating, and implementing technology systems for business solutions.
- Substitution(s): Additional years of the required experience may be substituted for the education on a year-for-year basis.
- Possession of a valid certificate as a Certified Business Analysis Professional (CBAP) may be substituted for the education and experience.
- Considerable knowledge of the business applications for cotemporary software, hardware and peripherals.
- Considerable knowledge of current business principles, polices and practices.
- Ability to gather data and interpret relevant information.
- Ability to analyze data and make recommendations,
- Considerable knowledge of the principles and practices of information technology and project management methodologies.
- Ability to troubleshoot technical issues.
- Ability to comprehend business issues and develop proposals.
- General knowledge of programming parameters and systems capabilities.
- Considerable knowledge of the principles of e-commerce.
- Lifting: Occasional lifting and carrying (less than 10 pounds)
- Posture: Prolonged sitting and standing; occasional stooping, bending, squatting, kneeling, bending, pushing, pulling and twisting.
- Tools/Equipment Use: Desktop PC with keyboard and mouse, laptop, scanner, calculator, software, desk, and adjustable chair.
- Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
- Environment: Works in office setting; may require occasional irregular hours and/or prolonged hours.
- Motion: Frequent repetitive hand motions, including keyboarding and use of a mouse; occasional reaching
- Attendance: Regular and punctual attendance at the worksite is required for this position.
