Job Description
Our team is responsible for delivering datacenter capacity for Microsoft’s cloud business. We have a portfolio of complex, multi-disciplinary, multi-million, multi-year datacenter construction and lease projects specific to safety, quality, schedule, and cost goals.
To help us accelerate our objectives, growth and transformation, we are looking for an innovative Business Program Manager to support working with internal stakeholders in driving our capital expenditure (CapEx) and governance process, training, creating, and managing rhythm of the business, and leading process improvement within Cloud Operations + Innovation (CO+I).
A successful candidate will have cross group organizational skills, demonstrate empathy, well developed analytical and problem-solving capabilities, experience enabling action from data and a passion to automate processes. Must remain resilient and constructive when faced with changes and can quickly adapt.

Responsibilities
We are looking for a candidate with program management skills who is passionate about process efficiencies and driving actionable insights across complex businesses. In addition we are looking for this individual to take ownership in identifying and resolving critical problems for our stakeholders.
  • Work with cross-functional (e.g., organizational, product, business) stakeholders (e.g., Engineering) to design compliant, complex programs from initiation to delivery with minimal coaching. Produce collateral (e.g., proposals, strategy walking deck, internal and external pitch content) to incorporate stakeholder needs and ensure the business objectives are met.
  • Operational Brilliance – Drive capital expenditure process across CO+I; schedule, training on the requirements, inputs and outputs, collaborate with the CO+I leadership to ensure quality and present to Executives on Capex Council.
  • Define and track the success criteria and performance metrics (e.g., Objectives and Key Results [OKRs] and Key Performance Indicators [KPIs]), such as quality, adoption, usage, impact, effectiveness) for the program.
  • Identify and scope opportunities to develop new programs and improve current ones. Identify and provide solutions to root problems (e.g., root-cause analysis), define the program strategy, gather program requirements, identify resource needs, create the project plan and targets, and work across teams to align on the plan of record. Improve operation of existing programs by applying industry methodology, defining complex program issues, assessing various scenarios, and selecting the optimal scenario to resolve issues. Drive clarity in complex program issues and strive for simplification.
Qualifications
Required Qualifications:
  • Bachelor's Degree in Business, Operations, Finance or related field AND 4+ years work experience in program management, process management, process improvement
  • OR equivalent experience.
Other Requirements
  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.
Preferred Qualifications
  • Must be comfortable working with ambiguity and adept at using data to influence decision making
  • Construction related experience is preferred
  • Ability to communicate clearly and effectively within multiples levels of an organization
Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $91,800 - $178,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $117,900 - $195,000 per year.
