Job Description

Johnson County Health & Environment department is looking for a qualified candidate to fill the position of a Business Operations Supervisor. This position is located at 11875 S Sunset Drive, Suite 300, Olathe, KS 66061. This position will provide front line supervisory and analyst support to Business Operations Director and fiscal staff and also provides support for budget analysis and reporting requirements to include collecting financial data, analyzing financial revenue and expenditure reports, and provides recommendations to support sound financial decisions based on the analysis. This position will supervise fiscal staff.

Duties Include:

  • Oversees large and complex portfolio of federal, state, and foundation grants, ensures compliance with grant requirements, prepares grant reports, monitors grant revenues and expenditure, determine future funding needs, prepares grant budgets, monitor grant budgets and expenditures.
  • Prepares monthly financial reports (budget to actual) for grant and county resources for review by management; reports on variances; advises management on financial issues; performs analysis on the financial reporting/budgeting structure and collaborates with management, Treasury and Financial Management, and Budget and Financial Planning staff on revising the reporting model to meet department needs.
  • Performs analysis and assists with the preparation of the annual operating budget; provides trend analysis and forecasting of revenues, expenses and reserves for all operational units; prepares short-term strategies for the most effective use of current year resources; verifies staffing levels are available to meet service demands; prepares and updates the five year capital improvement plan; and calculates performance measures and communicates outcomes with management.
  • Supervises and supports business operations by analyzing financial data and transaction processing to assist in the areas of financial reporting, revenues, expenses, and reserves forecasting, budgeting, capital improvement planning, accounting, payroll and labor costing, scheduling management, various reconciliations, and accounts receivable; establishes documented procedures including internal controls around cash handling, segregation of duties, accounts receivable management, billing, and timely reconciliations of all accounts and funds; recommends the addition, change, or deletion of DHE procedures as they relate to fiscal operations.
  • Collaborates with executive and management staff to review contracts and ensure contract compliance; assists with the implementation and the Sheriff’s departmental usage of the IonWave system; assists with fixed assets management and inventory control practices including audits.
Job Requirements

Bachelor's degree in Accounting, Finance, Business, Public Administration or relevant field and three (3) years of financial reporting and data analysis or relevant experience are required.

Certification as CPA, Certified Grants Management Specialist (CGMS), Grant Professional Certified (GPC), Certified Management Accountant (CMA) preferred. Master's degree in Accounting, Finance, Business, Public Administration or relevant field is also preferred.

Two (2) years leading, directing, supervising, or coordinating the work of others is preferred.

Experience can substitute for education and education can be substituted for experience.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.

Physical, Environmental, and Special Working Conditions:
All County employees may be called upon to assist other departments/agencies in a declared emergency situation.
