School Business Director
Annual Salary: $63,744.00
Position in business management areas responsible for the management and coordination of all procurement and payment functions, equipment inventory, and assisting the Superintendent with the annual budget preparation.
Essential Functions
The incumbent must have the ability to perform the essential functions below either with or without reasonable accommodation.
  • Liaise with Office of Administration, Facilities Management and Design Construction, on MSSD facilities, including approval of expenditures under MSSD budget.
  • Direct and supervise food service, transportation, therapy and custodial programs and annual district billing procedures and collection.
  • Coordinate all business functions for Missouri Schools for the Severely Disabled (MSSD) with the DESE Accounting and Procurement Section.
  • Provide administrative leadership for management of an accurate inventory of all equipment purchased and used by the MSSD program and oversight for surplusing of property.
  • Assist the Superintendent with the preparation and day-to-day management of the annual budget.
  • Coordinate the bidding of all contracts for MSSD, including bidding through Office of Administration, Division of Purchasing of contracts for transportation services, vehicle purchases and Medicaid claim services; bidding for therapy and nursing services in accordance with Delegation of Authority granted through the Office of Administration, Division of Purchasing; and bidding for miscellaneous services by the Area Offices.
  • Manage and oversee provision of phone services for all offices, schools and bus drivers.
  • Oversee the use of third-party MO Healthnet biller for direct services, SDAC and NEMT claims, and be the SDAC coordinator for MSSD, training staff as necessary for administrative claims and coordinating provision of necessary reports to contractor.
  • Compile fiscal data to include the development of reports indicating the status of budget expenditures and balances and complete annual fiscal summaries of expenditures.
  • Generate and interpret travel guidelines and monitor expense reports and use of DESE credit cards.
  • Provide daily supervision and direction for assigned personnel and complete scheduled
  • Liaise with Office of Administration, Real Estate section, on renewal of leases for leased schools and oversight of leased building maintenance, custodial contracts and alterations to facilities.
  • Liaise with Office of Administration – ITSD on ordering of technology, monitoring of internet access at schools and area offices, and oversight of iPads.
  • Provide administrative direction for all purchasing and payment activities initiated by MSSD to assure such purchases and payments are made in accordance with needs, funds available, and prevailing regulations and procedures.

  • Manage programming changes related to databases related to business operations,

Additional Responsibilities
  • Ability to provide effective supervision and management of assigned personnel.
  • Knowledge of effective fiscal management of an established budget.
  • Ability to establish and maintain effective working relationships with subordinates, superiors, and others.
  • Ability to work independently for daily management of assigned responsibilities.
  • The official domicile for this position is Jefferson City, Missouri. Travel is required by employee in state-owned or one’s own vehicle. Mileage and other travel expenses will be reimbursed at the approved rate.
  • Perform other duties as assigned.
  • Thorough knowledge of business and accounting procedures.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of state purchasing procedures and regulations or a similar system based upon competitive procurement and expenditures.
Education Required/Preferred
  • Required: Bachelor’s degree. Preferred in accounting, business administration or a related field. Such degree must be from an accredited college or university.
  • Prefer three years’ experience, including one at a supervisory level, in the field of accounting, business management or school business administration.
