Job Description
The Position
The City of Riverside is accepting applications for the position of BUILDING PERMIT TECHNICIAN to fill one (1) vacancy in the Building & Safety Division of the Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Building Permit Technicians, under supervision, to perform journey level administrative, clerical, and technical work which involves the processing of routine permit applications and plans, calculating fees, issuing permits, and reviewing minor construction, building or utility plans for City standards and code compliance and completeness; to provide efficient and courteous customer service at the public counter, over the phone, and online through the public permit portal; and to perform related duties as assigned.
The Building Permit Technician is the journey level classification in the series. Incumbents assigned to this class perform moderately complex work requiring previous specialized experience and knowledge of pertinent regulatory codes and City standards/specifications. Work assignments are based on Department and involve full responsibility at the public counter and virtual public permit portal for the processing of permits and may include minor plan check for simple projects. Incumbents in this class may be expected to perform some work assignments that involve increasing responsibility and requiring further investigation, study, and resolution.
Work Performed
Duties may include, but are not necessarily limited to, the following:
  • Prepare and maintain records.
  • Assist in maintaining computerized data base and produce statistical and other. required reports.
  • Coordinate and direct the work of specialized clerical support staff when assigned.
  • Issue building, construction or grading related permits.
  • Review routine construction plans for various construction or building projects to determine compliance with pertinent building, construction, grading, utility, or public safety regulations as defined in state and local codes and standards and indicate needed changes or modifications.
  • Supervise permit counter in the absence of immediate supervisor, as required.
  • Interpret and explain pertinent codes and standards along with other departmental policies and procedures related to permit issuance, plan check, and inspection processes to construction contractors, architects, builders, property owners, and the public.
  • Perform estimates of fees for construction projects, compute, and process fees.
  • Coordinate with other City departments, divisions, and outside regulatory agencies.
  • Prepare paper and electronic plans and supporting documents for permit issuance.
  • Receive and schedule requests for inspections.
When Assigned To Building & Safety Division
  • Basic concepts in building related construction methods and materials and their support systems.
  • Permit issuance process, including fee calculations, contractor license laws, and related statutes.
  • Personal computer operation and relevant software applications.
  • Building related requirements in the areas of structural, plumbing, mechanical, electrical, green building, energy conservation, and disabled access, as defined in state and municipal laws, regulations, and codes.
Qualifications
Minimum Qualifications:
Education: High school graduation or satisfactory equivalent (GED).
Experience: One year of experience in processing construction, utility or building related permit applications for a public sector agency, and/or reviewing minor construction or building plans for pertinent code or engineering standards compliance and completeness, or similar administrative or technical experience that demonstrates competency to perform duties as assigned.
Necessary Special RequirementsHighly Desired Qualifications:
  • All licenses and certificates must be maintained as a condition of employment.
  • Experience with web-based permit tracking software and electronic plan review solutions.
  • Possession of, or ability to obtain, a valid Class C California Motor Vehicle Operator's License.
  • Building & Safety Division: Possession of an International Code Council (ICC) Permit Technician Certificate or ability to obtain certification within 12 months of employment.

Educational Requirements
