Job Description

THIS POSITION IS OPEN UNTIL FILLED.

NATURE OF WORK

This position is responsible for the administrative, supervisory and technical work involved in planning and supervising the Town’s comprehensive facilities management program. Work encompasses responsibility for the management, maintenance and care of all Town-owned and leased building facilities and systems, and the related operational and security requirements of facility users.

An essential part of the duties of this position is assisting the Facility Manager in developing a flexible and anticipatory organization, which will provide cost-effective and customer-friendly delivery of quality services to the community. Duties also include assisting in developing and utilizing the potential of each Employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Town’s goals and objectives.

Work is reviewed through conferences and reports for overall program effectiveness and efficiency.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Helps plan and organize work of the Building Maintenance Department, Division of Public Works; assists in the preparation of budget and facility improvement recommendations for Unit, and supervises within approved allocations; requisitions and maintains an inventory of materials, supplies and equipment.

Assists in maintaining performance and cost records as part of preventive maintenance planning, scheduling technology evaluation responsibilities; utilizes cost-benefit analyses; prepares and monitors a regular testing schedule for all facility systems; analyzes and researches special projects as assigned, and develops and implements programs to improve efficiency and service levels.

Prepares specifications for vendors, suppliers and external contractual services; coordinates the scheduling and monitors the implementation of various contractual services for performance and conformance; assigns work to maintenance personnel and supervises and coordinates the activities of all maintenance and skilled trades including electrical, HVAC, carpentry, painting and plumbing.

Helps coordinate all activities pertaining to inter/intra facility voice and data system technologies.

Assists in the leasing of land and facilities, and managing properties.

Assists in the planning and managing the efficient use of space, and the coordination of major moves.

Processes the Town’s responsibilities in commercial and residential ejectments and evictions.

Assists in the preparation of facilities for public use; provides information and assistance to members of the public as needed; communicates with all departments and agencies in order to identify, evaluate, prioritize and plan for service delivery.

Helps coordinate compliance with all Local, State and Federal regulations pertaining to the work environment.

May acts as liaison to the Public Building Committee on construction and renovation projects; may act as construction manager for structural repair, renovation, or addition projects.

Helps recommend employment, promotion, and disciplinary actions; evaluates personnel and administers Town personnel regulations and collective bargaining agreement for all employees within the Unit; investigates work accidents and implements corrective actions; and organizes and provides job and skill training for subordinate staff consistent with the Town’s goals of establishing and maintaining quality community services through cost-effective, customer-friendly service delivery.

Responds to facility emergencies such as power failures, heating, air conditioning, ventilation and plumbing problems.

Follows standard safety procedures and related Local, State and Federal regulations.
