Job Description
Summary About the Position: You will serve as the senior staff level coordinator for investigations, analyses and processes pertaining to invasive carp for Civil Works water resource projects and programs undertaken by the District. Responsibilities Serve as District expert in the areas of invasive carp species biology/ecology and Section 509 pilot programs including formal and informal consultations and referrals. Provide process development, preparation oversight, review, direction and approval of invasive carp related processes and documents including biological studies, reports and mitigation and restoration recommendations. Provide guidance to project managers, environmental planners, District management and Regional and Division counterparts on a variety of Invasive carp technical, policy and process matters. Manage especially complex projects in addition to normal project actions. Compile, keeps current and widely disseminates in the District all invasive carp related statutes, EO's regulations, policies, and listings; provide timely, useful analysis and interpretation of these. Participate actively (prepare papers and presentations; seek and achieve leadership) in appropriate professional organizations. BASIC EDUCATION REQUIREMENT FOR Biologist (0401) DEGREE: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Education and Experience: Have a combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement in the education section to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-13 grade level, you must have: Specialized Experience: One year of specialized experience which includes managing process development, preparation oversight, review, direction and approval of invasive carp related processes and documents including biological studies, reports and mitigation and restoration recommendations related to water and related land resource plan formulation studies, other civil works projects and programs, project operations and maintenance, maintenance dredging, emergency operations and military programs; developing and implementing guidance regarding invasive carp and NEPA actions as well as preparing documentation for legal defense; developing solutions to highly controversial environmental actions and predicting workload in the Environmental Impact arena. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Ecological Assessment Environmental Law and Regulatory Compliance Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). To be referred, applicants must meet applicable time-in-grade and specialized experience requirements within 30 calendar days after the closing date of the announcement.
