Duties

USAID OIG's Office of Audit, is seeking experienced candidates to help provide independent oversight of USAID's Ukraine response. For more information on USAID OIG's Ukraine oversight plans, please visit https://oig.usaid.gov/our-work/ukraine-oversight .

As an Auditor (Performance) assigned to Office of Audits, you will:

• Brief team leads, audit mangers, and senior audit leadership on the progress of audits.
• Assist senior staff in a full range of analytical steps, from planning and designing the audit through implementing the audit, to reporting results orally and in writing.
• Prepare and maintain audit working papers, including analytical summaries, and documenataion of interviews in accordance with GAGAS.
• Participate in interviews with federal agency officials and program recipients to collect information and present findings, conclusions, and recommendations.
• Communicate with agency representatives/internal stakeholders to acquire and/or disseminate information.
• Work with team members to establish relevant facts, determine if evidence collected is sufficient and appropriate to support findings, and link those findings to appropriate audit recommendations.
• Conduct high quality performance audits in compliance with Generally Accepted Government Auditing Standards (GAGAS) and professional audit standards and Inspector General audit policies and procedures.

Auditing Series, 0511 - Individual Occupational Requirements Basic Requirements

• Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting.

or

• Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
• A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
• Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

Individuals with degrees, international affairs, international development, regional or area studies, public policy or evaluation, journalism with an international focus, or security policy, or related degrees are strongly encouraged to apply.

Specialized Experience

In addition to the mandatory education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the amounts shown below:

GS-11:Applicants must have one year of specialized accounting or auditing experience equivalent to at least the GS-09 level in the Federal service, or the equivalent to in the private sector which includes: (1) participating in the planning and execution of performance audits or research products in accordance with professional standards; (2) supporting the development and execution of methodologies to collect and analyze information and interpret complex policies and regulations; and (3) participating in the development of workpapers and portions of audit or research products, working with teams to ensure information is supported by appropriate and sufficient evidence, and participating in meetings to communicate findings to the auditee.

GS-12:Applicants must have one year of specialized accounting or auditing experience equivalent to at least the GS-11 level in the Federal service, or the equivalent to in the private sector which includes: (1) planning and executing complex performance audits in accordance with GAGAS; (2) developing and executing methodologies to collect and analyze information and interpret complex policies and regulations; and (3) developing workpapers and audit reports, ensuring all information is supported by appropriate and sufficient evidence, and communicating findings to the auditee.

GS-13:Applicants must have one year of specialized accounting or auditing experience equivalent to at least the GS-12 level in the Federal service, or the equivalent to in the private sector which includes: (1) leading the planning and execution of complex performance audits in accordance with GAGAS; (2) leading the development and execution of methodologies to collect and analyze information and interpret complex policies and regulations; and (3) leading the development of workpapers and audit reports, ensuring all information is supported by appropriate and sufficient evidence, and communicating findings to the auditee.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
