This position will be located at one of the following Terminal field locations E. Chicago, IN /Braintree, MA / Arlington Heights, IL. Candidate must be willing to relocate within 12 months of hire if not local to one of the specified locations.


Associate Engineer


This position is designed to be an engineering rotational program lasting 24-48 months, giving an entry-level engineer experience and exposure to several areas of terminals and pipelines operations. The successful candidate will start working out of CITGO’s Corporate Office located in Houston, Texas (unless local to one of the specified terminal locations mentioned above) and will be responsible for becoming familiar with CITGO policies and procedures, including those associated with engineering, operations, procurement, and capital project processes. The goal once the initial corporate training period is complete is to be placed into an open technical or operations position with a high project work load at a mutually accepted CITGO Terminals and Pipelines field location. The first rotational assignment outside the corporate office could be given at any time after 6 months of initial training. Future assignments will last at least one year. Once the program is complete, the fully trained engineer may decide to stay at the last location or apply for any other open positions within CITGO. CITGO Terminals and Pipelines has operations in AL, CT, FL, GA, IL, IN, KY, LA, ME, MD, MA, MI, MS, NJ, NY, NC, OH, SC, TN, TX, VA, and WI.


Job functions will require a person to oversee and assist with a wide scope of engineering assignments across a variety of refined product business unit operations. Job functions will include analyzing the scope of an assignment, determining engineering requirements, traveling for field visits to take measurements and understand site constraints, developing estimates and material lists, assisting with contracting and procurement processes, and providing project management through construction, as well as project cost oversight. Additional work will support the Aboveground Storage Tank Inspection and Integrity Management programs through obtainment of industry-recognized API 653 Inspector and NACE Coating Inspector Level 1 certifications.


Project Engineer


Responsible for developing solutions to engineering problems that require the use of ingenuity and creativity. Analyzes scope of the project and determines engineering requirements, develops economic and feasibility studies and performs engineering designs in accordance with applicable specifications and procedures. Supports as required the Above Ground Storage Tank Inspection Program (ASTIP) and the Integrity Management (IM) program. Provides technical assistance to operational personnel. Participates in and helps direct and coordinate team or task force effort toward the solution of project development and design problems.


Senior Project Engineer


Responsible for developing solutions to complex engineering problems which requires use of ingenuity and creativity. Analyzes scope of project and determines engineering requirements, establishes criteria, develops economic and feasibility studies and evaluates engineering designs and procedures. Maintains the Aboveground Storage Tank Inspection Program (ASTIP) for the assigned area and supports the Department of Transportation’s (DOT) Pipeline and Hazardous Material Safety Administration (PHMSA) programs. Provides counsel and assistance in technical matters to engineers, Integrity Management personnel, technicians and supervisory personnel. Directs and coordinates team or task force effort toward the solution of major project development and design problems. May supervise the activities of professional and nonprofessional personnel. Supplies technical direction and guidance to less experienced engineers.


Associate Engineer


Degree College Degree (BS Engineering). Candidates with 0 years of experience must be working towards having a Engineering degree within 6 months.

Associate Engineer


  • Work alongside CITGO Terminals and Pipelines personnel to provide engineering and operational support to Terminals and Pipelines field locations. Duties to include a) reviewing engineering design work performed by engineering contractors, b) assisting with the maintenance and updating of Terminal Essential Drawings, and c) assisting with the troubleshooting of technical issues identified by operations.
  • Complete corporate and technical onboarding. Duties to include a) becoming familiar with CITGO’s Corporate policies and procedures, b) becoming familiar with CITGO Terminals & Pipelines Engineering policies, procedures and specifications, c) gaining knowledge of project or discipline related industry codes and practices, including applicable API, NACE and ASME codes, and d) application of learned knowledge of applicable codes, policies and procedures following familiarization.
  • Continue professional development. Duties to include a) attending seminars, short courses and technical conferences on relevant technical subjects, b) attending company-sponsored training and participating in CITGO training initiatives, c) becoming familiar with the body of knowledge and obtaining the skill sets necessary to pass the API 653 Inspection and NACE Coating Inspector Level 1 certification tests.

  • Assist with facility budget development via project estimating procedures.
  • Support the Integrity Management program. Evaluate the integrity of pipelines and determine what strategies to employ to proactively manage the integrity for the asset, perform Integrity Management Program (IMP) risk assessments, and evaluate the design, construction, and maintenance aspects of pipe line projects to ensure compliance with IM regulations.


Senior Project Engineer


  • Lead and participate on special projects and corporate initiative teams such as Capital Project Technical Team, SAP development, Process Industry Practices, etc. Provide design, software and SAP and equipment operation training to less experienced engineers and other CITGO terminal operations and pipeline employees. Lead and participate in Company and industry sponsored training, industry publication reading and engineering networking to keep individual skills current.

The Automation Control Engineer has the primary responsibility for developing, implementing and maintaining basic and advanced process control strategies and applications for an assigned area. The Automation Control Engineer improves process unit performance and optimizes unit operation through deployment and support of process control concepts and technology. The Automation Control Engineer's secondary responsibilities include support to the alarm management program, advanced operator interface graphics (HMI) development, general troubleshooting of operating conditions, and to provide training to Console Operators regarding control strategies, alarm management and HMI (Human Machine Interface).


As an Automation Advanced Process Control Engineer, primary responsibilities will include daily review of existing basic and advanced process control applications, which includes


  • Experience with Honeywell Profit Suite, preferred
  • Designing, monitoring, and maintaining multivariable process controllers in refining process applications
  • Valid Driver’s License required
  • Refining and/or petrochemical experience, preferred
  • Acting as a process control subject matter expert for process hazards analysis, process design modifications, risk assessment review, alarm management, and incident investigations
  • Good verbal and written communication skills
  • Designing, reviewing, and modifying regulatory and advanced regulatory control loops and regulatory loop tuning, alarm and point configuration and console operator HMI graphics
  • Providing project management on new capital automation projects at the basic, advanced regulatory, or APC levels
  • 5+ years of Process Control experience, highly preferred
  • Troubleshooting activities and performing routine work efforts to maintain and improve process control utilization and reliability
  • Experience with Honeywell and/or Emerson DeltaV DCS systems, highly preferred
  • Providing project support on capital projects with significant automation scope and supporting MOC and/or project manager with process control modifications
