JOB DESCRIPTION

Chapin Hall at the University of Chicago is seeking an experienced individual to join our Implementation Collaborative team. The Implementation Collaborative team consists of national public and private child welfare experts dedicated to collaborating with human service agency leadership and key partners to integrate the best available evidence into system transformation strategies designed to achieve agency goals and create positive change and improved outcomes for children and families facing adversity. The team works across five interconnected domains of capacity building and systems change, including: data analytics and evidence use; child welfare agency leadership, governance and strategy; practice and implementation; policy and fiscal alignment; and continuous quality improvement in multiple jurisdictions across the country.

T h e Associate Policy Analyst's main contributions are anticipated to include supporting Chapin Hall's body of work around child welfare system transformation, specifically related to implementation of the Family First Prevention Services Act and prevention services redesign efforts. The team's work is designed to strengthen public and private agency capacity by leveraging critical and innovative opportunities like the Family First Prevention Services Act to harness research, implementation science, and lived expertise to re-conceptualize existing practice and processes in order to improve family well-being. The Associate Policy Analyst will work with state and local child welfare jurisdictions across the country as they build Family First Prevention Services and preventive services infrastructure; design and implement comprehensive maltreatment prevention and family support strategies, including evidence-based prevention models and kinship navigator programs; and design and implement Continuous Quality frameworks.

This position will report directly to a Senior Policy Analyst and allows for remote work and periodic in-person attendance at Chicago, IL meetings. Additionally, this position will participate in daily virtual meetings and occasional travel to the east and/or west coast for in-person meetings depending on assigned projects.


RESPONSIBILITIES

Writing and Material Development

  • Develops briefs, memos, reports, newsletters, quarterly reports, implementation plans, presentations, and other products for internal and external audiences
  • Develops and refines PowerPoint presentations and other presentation materials, talking points and handouts
  • Drafts amendments for state 5-year Title IV-E Family First Prevention Program Plans and/or sections new Title IV-E Family First Prevention Program Plans
  • Develops workforce supports and training materials related to prevention, kinship navigation, CQI, and/or other Family First related topics

Data, Evidence, & Analysis

  • Conducts thorough and critical reviews of relevant policy and literature and synthesizes findings using both peer-reviewed journals and grey literature
  • Assists in the translation of data and research findings into practical decisions and ultimately, policy and practice change
  • Supports development and implementation of continuous quality improvement processes, systems change initiatives, and evidence-based practices

Project Management

  • Coordinates administrative functions and logistics of project-related meetings with key external partners
  • Develops meeting materials including results-based agendas, synthesizes meeting proceedings and action items, integrates meeting planning and outputs with overarching project plans and work plans, tracks completion of action items
  • Creates and maintains Share Point sites, project work plans, and other project management tools

General

  • Actively participates and provides leadership in meetings with external stakeholders
  • Manages competing priorities and requests from multiple team members and client partners and prioritizes appropriately
  • Performs additional duties as assigned
  • Establishes relationships with appropriate individuals at external organizations
  • Works collegially and collaboratively with colleagues across policy, research, and administration to share information, responsibility, and resources
