Job Description

MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or non-competitive 55b/c service as an Associate in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Associate in Education Research. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have A master’s degree AND four years of professional experience where your primary duty is research. Two years of this experience must have been involved primarily with research on educational issues or topics. Bibliographic research is not acceptable.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Associate in Education Research if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-24 or higher AND have standing on the Associate in Education Research eligible list.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Preferred Qualifications:
Preference will be given to candidates who have significant experience performing descriptive and multivariate statistical analyses of education data using computer software.

Duties Description
The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for three (3) Associate in Education Research positions in the Office of Teacher and Leader Development. This Office is responsible for developing and implementing policies and programs that support the development of teachers and school leaders across the career continuum, including recruitment, retention, certification, evaluation, and professional learning. Under the direction of the Assistant Commissioner, the incumbent of this position will be responsible for supporting the development of policies and programs related to the educator pipeline. Other duties of this position include, but are not limited to, the following:

  • Conduct quantitative and qualitative research using a variety of data sources to answer research questions related to teacher and school leader development, and translate findings through data visualizations and narratives to aid in policy and program development;
  • Provide reports including tables, visualizations, and written analysis of data to assist program staff;
  • Design and implement data collection, analysis, evaluation, and reporting for the Office of Teacher and Leader Development;
  • Collaborate with staff within the Office of Teacher and Leader Development and other Offices within the Department to inform research related to teacher and school leader development;
  • Provide research and support to workgroups, both internal and external, on topics related to teacher and school leader development;
  • Perform other duties and special projects, as assigned.
  • Research best practices and evaluate the effectiveness of existing policies and programs related to supporting educator development;
  • Assist in the preparation of reports for the Board of Regents, Commissioner, and Department leadership, as needed; and

CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Associate in Education Research when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master’s degree will be required at the time of interview for all candidates.

  • Leads to a maximum salary of $114,393 based on annual performance advances.
