Job Description
Position Summary

**This recruitment is to fill a two-year limited term position**

Performs professional engineering work in the design and construction of street, park, utility and other public works projects and programs; prepares plans and specifications; and provides project management for capital projects.

Essential Duties
  • Conducts field inspections to determine compliance with approved plans.
  • Performs other duties and responsibilities as assigned.
  • Assist City Engineer in providing project management for the construction of municipal public works projects.
  • Prepares and reviews special engineering studies and reports; performs special assignments on engineering problems as necessary; prepares specific studies for other City staff.
  • Timely and regular attendance.
  • Prepares and reviews maps, deeds, legal descriptions and other contract documents.
  • Provides a high level of customer service at all times; projects and maintains a positive image on behalf of the City of Battle Ground with those contacted in the course of work.
  • Reviews engineering calculations and designs of other engineers or technicians.
  • Prepares plans, specifications, and cost and quantity estimates for public works construction projects; establishes such specification as pipe sizes, alignments and street widths, and other components of the projects.
  • Determines steps to be taken to process project; prepares estimates as to time needed; schedules and coordinates the acquisition of data; coordinates the completion of designs in accordance with established schedule; conducts site visitations and evaluations as necessary.
  • Works and acts as a team player in all interactions with other city employees.
  • Coordinates and prioritizes design projects with other City departments, county and state highway departments, and other relevant agencies or parties.
  • Provides technical and professional engineering support services relative to assigned area of responsibility; provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction; reviews as-built plans to ensure compliance with original plans and specifications.
  • Represents the City at open houses and other public meetings.
  • Serves as lead staff for program(s) which require specialized engineering knowledge of processes, treatment, distribution, collection, etc., of water, wastewater, industrial discharges, stormwater, traffic or other areas associated with city infrastructure.
  • Performs related duties and responsibilities as required.
  • Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
  • Provides technical support relative to interpretation of the City's Capital Improvement Plan and Utility Master Plans.


Knowledge of:

  • Modern office procedures, methods, and computer equipment.
  • Terminology, methods, practices, and techniques used in technical civil engineering report preparation.
  • Principles and practices of civil engineering.
  • Principles and practices of street, water, storm and sewer system design.
  • Recent developments, current literature, and sources of information regarding civil engineering.
  • Principles of mathematics as applied to engineering work.


Ability to:

  • Learn applicable city policies, laws, and regulations affecting engineering activities within six months of appointment.
  • Establish and maintain effective working relationships among co-workers and other City personnel, contractors, and the general public.
  • Anticipate customer needs and give high priority to customer service and satisfaction.
  • Learn principles and practices of project and construction management.
  • Perform technical research and solve difficult engineering problems.
  • Perform the essential functions of the job, with or without reasonable accommodation.
  • Compile rough technical data and prepare statistical and narrative reports from field studies.
  • Demonstrate respect and cooperation in all interactions; support and reinforce team decisions.
  • Learn pertinent Federal, state and local laws, codes and regulations including civil engineering laws and regulations.
  • Conduct comprehensive engineering studies and develop appropriate recommendations.
  • Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
  • Learn to develop, review, and modify civil engineering plans, designs, and specifications.
  • Communicate clearly and concisely, both orally and in writing, with either technical and non-technical audience or staff.
  • Work effectively with others to achieve personal, team, department, and citywide goals.
  • Prepare and maintain technical civil engineering records and prepare comprehensive reports.

Experience, Education and Other Requirements
  • High School Diploma or G.E.D.
  • Bachelor's Degree with major coursework in civil engineering or other related field.
  • A minimum of one (1) year of related engineering experience is preferred.

Licenses, Certificates and Other Requirements:
  • Must successfully pass all phases of the pre-employment hiring process, including but not limited to, reference checks and a criminal background check.
  • Possession of or ability to obtain an Engineer in Training Certificate within twelve (12) months of appointment.
  • Possession of a valid driver's license.
Physical Demands and Work Environment

Office environment with low noise levels, with the greater percentage of employee's time spent indoors; some outdoor work is required in the inspection of construction sites or public works facilities. The noise level in the work environment is usually moderately quiet while in the office and moderately loud when in the field. Walking, standing or sitting for prolonged periods of time. Visual acuity to read computer screens.
