Job Description

This position is responsibleforassistingthe Planning Directorin administering allplanning and development activitiesinthe City of Spearfishand enforcing theCity’s zoning ordinance, subdivision regulations, andtheComprehensivePlan.


Responsibilities

Assists in analyzing requests for development approvals and drafts recommendations and reports for Planning Commission and City Council action on annexations, zoning code revisions, conditional use permits, variances, subdivision of property, tax increment financing, etc.


Responds to questions from the public concerning city codes and policies; interprets codes and policies for the public


Creates, maintains, and edits GIS data for all city mapping projects. Utilizes ArcGIS Desktop, ArcGIS Pro, or ArcGIS Online in data visualization and map creation.


Administers the setting of public hearing dates and times associated with development approvals, and coordinates with other staff members to ensure legal requirements have been met.


Reviews site development plans for new commercial, industrial, and multi-family projects.


Reviews and issues permits requiring ordinance compliance checks.


Provides front-line customer service to the general public.


Assists in drafting resolutions, ordinances, and similar official city records.


Assists in all zoning code enforcement activity from initial notice of violation through final resolution of the issue.


Qualifications

This position requires knowledge and level of competency commonly associated with the completion of a baccalaureate or master’s degree in a course of study related to urban planning or a directly comparable field. Experience sufficient to thoroughly understand the principles relevant to the major duties of the position, usually interpreted to require at least three years of increasing responsible professional level planning experience. Three to five years’ experience with ArcGIS software. Possession of a valid driver’s license with an insurable driving history.
