Job Description
Summary

The purpose of this position is to oversee the long-term management of the Town’s urban forest and short-term care of individual trees while maintaining the standards of the Town and other related organizations. Other duties include assisting during special events; making equipment related purchases; providing instruction in horticultural practices; assist with snow, ice, debris, and tree removal during inclement weather; acts a lead for on call group and overseeing assigned personnel and other duties as assigned.

Essential Functions

Locates, assesses, identifies, prioritizes, and records potential work; responds to citizen needs as well as employee and agency complaints; identifies ownership and potential tree hazards; conducts a tree inventory; enforces compliance with OSHA, ANSI, ISA, and Town standards and policies.

Uses GIS/GPS and Town records to ascertain ROW and property lines; provides information and advice; follow up on complaints or concerns from citizens; meets citizens, community groups, businesses, and other agencies to interpret Town policies.

Leads tree crew; assigns, trains, and leads staff; purchases and inspects group equipment; tracks maintenance of equipment; coordinates with other work groups, divisions, and agencies to complete tasks; implements safety and training programs.

Acts as a resource of knowledge for work group; assists and leads in complicated situations; acts as a historical resource; uses phone, word, excel, camera and GIS to record and communicate; researches money saving policies and practices; educates the community through events and meetings.

Prunes, plants and removes trees; provides and implements a Tree management plan; uses appropriate equipment and principals to prune; removes or cares for trees through climbing, using a high lift, from the ground, or while operating heavy equipment; applies pesticides; uses power, hand tools, and handheld data entry device.

Works alone, in groups, or with other divisions; acts as a technical, historical and expertise resource for the UFO, Park Maintenance leadership; assists in the Arbor Day celebration, Project Learning Tree with the school system; participates in educational opportunities at conferences, online and in class.

Performs other related duties as assigned.

Supervision Exercised
Work requires functioning as a lead performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.

Physical Demands
The work is typically performed while walking, standing, climbing, bending, crouching, or stooping. The Employee frequently lifts heavy objects, climbs trees, ropes, ladders; uses hand tools or equipment requiring a high degree of dexterity

Work Environment
The Employee regularly works outside in all weather conditions. Exposed to noise, dust, dirt, grease, irritating chemical, machinery with moving parts, and heavy traffic. Work requires the use of protective devices such as chaps, hard hats, eye wear, masks, gloves, and goggles.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent.

Experience:
Five years of related experience.

Knowledge of:
OSHA, ANSI, ISA and Town regulations, standards and ordinances; plant biology, care, identification and IPM practices; town geography; operation of hand tools and gear; and landscape techniques; oral and written communication.

Ability to:
Climb trees with hand tools and gear; operating heavy equipment; skill in tree removal and mitigation techniques; reads maps and GIS Data; remove trees; operates a computer with a variety of programs. Lift objects that are at least 50lbs. Knowledge of and skilled in using a bucket truck and chipper.

Licenses/Certificates
Must possess at the time of hire: NC Class B CDL License; ISA certified Arborist.
Must possess or obtain within 6 months of hire a N.C. Public Operator License (ROW and ornamentals and turf), Hazardous Tree Risk Assessor.
