Job Description

JOB PURPOSE:  This is professional services work responsible for assisting in determining the valuation of specific municipal exempt and taxable, real and personal property. This position involves extensive public contact, independent professional judgment, and initiative.
QUALIFICATIONS: 
  1. Minimum experience equal to three year’s exposure in a real estate or appraisal office setting OR currently maintains an active certification as a Certified Maine Assessor, but is lacking the experience level to fulfill the requirements of an Appraiser II position. 
  2. Possesses ability to be able to interpret and apply knowledge of local ordinances, state statutes and amendments, court decisions, market conditions, construction costs, Maine Revenue Services guidelines, USPAP principles and other factors appropriate to determining the value of land, dwellings, personal, commercial and industrial property.
  3. Have the ability to exercise sound, objective judgment in obtaining information pertinent to valuation.
  4. Able to maintain and use maps of the municipalities for assessment purposes and understand replacement cost schedules.
  5. Have sufficient written and verbal communication skills to explain effectively property valuations, procedures, and laws to the public and taxpayers.  Excellent public relations skills are required, particularly when under duress.
  6. Have sufficiently accurate mathematical skills in order to calculate land and building areas, and personal property assessment values.
  7. Must be capable of measuring and listing all types of real and personal property as directed.
  8. Must have ability to interpret complex deed transactions and properly determine legal ownership.
  9. Ability to handle multiple tasks requiring a high level of organization.
  10. Valid State of Maine driver’s license. (or must obtain within 6 months of hire, if not presently in compliance)
  11. Ability to travel and work in multiple municipalities.
MAJOR RESPONSIBILITIES:
  • Receives taxpayer questions and explains the valuation process to taxpayers. Responsible for accurate data input which affects property valuations. Prepares property abatements and supplemental assessments for Assessor approval as directed.
  • Receives invoices, obtains Assessor’s approval, and remits payment as directed.
  • Assists with the Town’s annual tax commitment as directed.
  • Assists with the in-house revaluations as directed.
  • Performs other related duties as directed.
  • Responds to online inquiries regarding department services.
  • Maintains professional certification(s) once acquired and improves technical knowledge by attending educational workshops as directed in preparation to acquire certification as a Maine assessor; establishing personal networks; participating in professional societies once certification is acquired.
  • Supports the County’s safety and health policies by attending required safety training programs; reporting all accidents and potential safety hazards to supervisor.
  • Assists in maintaining and updating changes on the property records cards based on monthly deeds. Updates information regarding ownership changes, building permits, and data changes due to inspections by Field Representatives. Plots new lot splits from deed descriptions using plotter software as directed.
  • Maintains and updates the assessing website for the county, and each municipality as directed.    
  • Updates/deletes Homestead, Veterans and Blind exemptions as directed.
  • Responsible to help maintain accurate personal property accounts. Mails and processes all Personal Property Sales Questionnaires, Declaration forms, and Real Estate value changes. Helps to process 706 and 801 BETR forms for business owners as directed.
  • Contributes to team efforts by accomplishing related results as directed.
  • Fulfills job function by participating as an active member of training, participating on county task forces and performing other responsibilities as assigned.

This position is 40 hours per week, with a full benefits package.  Pay is commensurate with experience, with a range of $24.15-34.93/hr.
