Where You Will Work :

The Anti-Harassment Inquiry Officer works with targets and management to seek informal resolution of disputes. This frequently requires conducting an inquiry and/or engaging in discussions between AHP and management to develop creative resolution strategies. Inquiry Officers prepare well-written and sufficiently detailed reports to demonstrate that required counseling actions have been taken. These reports are also used by both the Management Deciding Official (MDO) and OE&I management to understand the facts and parameters of the case.


The OE&I/AHP has a requirement for a full-time Inquiry Officer (IO) to conduct and oversee inquiries conducted pursuant to NI 80-3-6, where there has been an allegation of behavior that may violate the NRO’s Zero Tolerance Policy. The IO will triage incoming complaints/allegations, and will determine the best approach in handling the matter (i.e. provide advice or guidance on how to handle a particular situation in the workplace; open an inquiry where an allegation of harassment is made; refer the officer to another resource partner such as the Ombuds/Grievance Officer, EAP, OIG, OS&CI where appropriate, etc. If an inquiry is initiated, the IO oversees or conducts inquiries in accordance with NI 80-3-6 and ensures completeness, timeliness, and appropriate case management and record keeping. The IO will be responsible for conducting inquiries and supporting AHP outreach efforts. The IO may be required to perform CONUS and OCONUS travel, as part of his/her inquiry responsibilities.


Additionally, Anti-Harassment Inquiry Officer must be willing to perform ad hoc duties related to OE&l's mission. These duties will include the following: conducting numerous formal briefings to various NRO audiences about conducting harassment investigations touching on the EEO laws and the EEO administrative process; assisting in developing AHP training materials; and working with OE&I management to anticipate and address AHP-related issues.

What You Will Be Doing :


This position functions as a Non- Supervisory GG-0340-14 Program Manager. As such, this position:


  • Maintains thorough records of investigations.
  • Work with NRO & OE&I management to anticipate and address AHP-related issues
  • Educates managers and employees, through one on one interactions and formal trainings on prevention of workplace harassment.
  • Provide anti-harassment briefings/training to the workforce
  • Perform ad hoc functions, duties and responsibilities as assigned
  • Investigates complex and sensitive internal disputes, including complaints of harassment and retaliation, using best practice investigatory procedures.
  • Provide guidance to managers and other internal stakeholders and interview individuals who believe they have been the subject of harassment
  • Assist in developing, customizing, facilitating anti-harassment training
  • Attend the NRO ROCS (formerly known as the Conflict Management Working Group) as necessary in place of the C/AHP to ensure representation of the program
  • Maintain a tracking system to monitor inquires and allegations of harassment
  • Prepares thorough investigative reports and recommendations for senior leadership.
  • Adheres to the tenets and assists the implementation of the NRO Directive (ND) 80-3, Equality and Inclusion (1 June 2020) and other NRO Instructions relating to OE&I.
  • Collects and analyzes witness statements and documentary evidence
  • Conduct prompt, thorough, and impartial fact-finding/harassment inquiries

Desired Experience :


  • Previous EEO/AHP experience.

  • Expert knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
  • Thorough knowledge of Federal laws and Department of Defense, NRO, EEO policies, procedures, and regulations as well as an understanding of the organizational structure and responsibilities of NRO directorates, components, and offices
  • Excellent counseling and negotiation skills sufficient to appropriately solicit information from multifaceted data sources. Knowledge of the range of policies, regulations and applicable precedents affecting the use of program and related support resources including knowledge of the Office of Equality & Inclusion’s mission and program goals and objectives, work processes, and administrative operations.
