WE ARE THE NRO

- Federal government employees MUST currently be at the grade level or higher as indicated in this announcement. This is NOT a promotion opportunity for current Federal government employees. If selected for the position, Federal government employees will transition laterally at their current grade level and step.

- Maintains thorough records of investigations.
- Work with NRO & OE&I management to anticipate and address AHP-related issues
- Educates managers and employees, through one on one interactions and formal trainings on prevention of workplace harassment.
- Provide anti-harassment briefings/training to the workforce
- Perform ad hoc functions, duties and responsibilities as assigned
- Investigates complex and sensitive internal disputes, including complaints of harassment and retaliation, using best practice investigatory procedures.
- Provide guidance to managers and other internal stakeholders and interview individuals who believe they have been the subject of harassment
- Assist in developing, customizing, facilitating anti-harassment training
- Attend the NRO ROCS (formerly known as the Conflict Management Working Group) as necessary in place of the C/AHP to ensure representation of the program
- Maintain a tracking system to monitor inquires and allegations of harassment
- Prepares thorough investigative reports and recommendations for senior leadership.
- Adheres to the tenets and assists the implementation of the NRO Directive (ND) 80-3, Equality and Inclusion (1 June 2020) and other NRO Instructions relating to OE&I.
- Collects and analyzes witness statements and documentary evidence
- Conduct prompt, thorough, and impartial fact-finding/harassment inquiries
- Demonstrated professional writing ability.
- Ability to develop creative and resourceful recommendations/solutions to complex issues and problems using varied data sources.
- Excellent organizational and time-management skills.
- Excellent written and verbal communication skills
- Willingness and ability to work and travel to various WMA locations, on an as needed basis. Willingness and ability to travel to the field on an as needed basis. - Proficiency with MS Outlook, MS Word, Excel, and PowerPoint.
- Current or previous EEO/AHP Counselor/Investigator training/certification and/or the ability to obtain this certification.
- Ability to work independently and to lead others.
- Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among agencies, and ability to effectively work independently and within a team or collaborative environment.
- Previous EEO/AHP experience.
- Expert knowledge of federal agency equal employment opportunity (EEO), diversity, equity, inclusion, and accessibility principles gained through extensive work in one or more of the following federal sector program areas: EEO, anti-harassment, diversity, inclusion, reasonable accommodation, and accessibility.
- Knowledge of the substantive nature of agency programs and activities; agency missions, policies, and objectives; and the analytical and evaluative techniques for assessing program development.
- Expert knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
- Thorough knowledge of Federal laws and Department of Defense, NRO, EEO policies, procedures, and regulations as well as an understanding of the organizational structure and responsibilities of NRO directorates, components, and offices
- Excellent counseling and negotiation skills sufficient to appropriately solicit information from multifaceted data sources. Knowledge of the range of policies, regulations and applicable precedents affecting the use of program and related support resources including knowledge of the Office of Equality & Inclusion’s mission and program goals and objectives, work processes, and administrative operations.
- Geographic Mobility Agreement: MAY be subject to directed reassignment as required to address mission effectiveness, and/or career development.
- Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Emergency Essential: Certain positions MAY be deemed emergency essential and incumbents must be willing to meet all position requirements.
- Baccalaureate or Graduate Degree. Actual degree and courses required will be determined based on qualification of individual for the position.
- Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This position is a Full Performance/Senior Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.
