Job Description
Scope of Work

Maintains the animal shelter and grounds, provides quality care for the animals in our custody, and assists the public and other animal control personnel.

Essential Job Duties

  • Processes animals brought to the animal shelter by providing health evaluations, parasitic controls, scanning for microchips, and placing them in the proper holding area.
  • Assists visitors.
  • Performs preventative maintenance on equipment, building, and grounds.
  • Micro-chips animals that leave animal control custody.
  • Maintains and operates the animal cremation system for mass disposal and private cremations.
  • Assists in euthanasia and the disposal of animals as required.
  • Picks up large quantities of dead animals from veterinarians for disposal by cremation.
  • Maintains the sanitation and environment of kennel areas, cat facilities, quarantine areas, wildlife facilities, and sick/injured animal rooms.
  • Unloads dead and live animals from the public, veterinarians, and animal control offices.
  • Operates a vehicle to pick up dead livestock and supplies, and other machinery.
  • Performs other duties as assigned.

Physical and Environmental Conditions

Ability to sit, stand and drive a vehicle to and from various work sites. Employees may be exposed to seasonal temperatures while maintaining kennels and grounds, traffic hazards, chemicals, mild acids, detergents, and noise. Employees also may be exposed to animal bites and animal-transmitted diseases—the ability to lift bags of materials such as dog food or animals regularly.

Required Qualifications

Employee communicates with other employees in the workgroup and may respond to questions from the general public regarding services or animals that may be in the kennel. Employees may have direct contact with other animal control personnel such as the SPCA, various humane societies, and animal rescue organizations.

Ability to deal with the public and provide humane care for the animals. Some knowledge in the recognition of animal diseases is needed. The ability to follow both written and oral instructions is also necessary.

High school diploma or equivalent preferred. A valid Texas driver's license is required. Must obtain Department of State Health Services Basic Certification within one year of employment. Must be able to obtain euthanasia certification within six months of employment.

Plan A: $1500 in network deductible
Plan covers 80% after deductible up to maximum out of pocket of $5500

Optional Dental
Employees and their dependents are eligible to enroll in the optional dental coverage.
Optional Vision
Employees and their dependents are eligible to enroll in optional vision coverage.
Retirement
Full time employees are required to participate in the Texas Municipal Retirement System (TMRS). TMRS is funded for each employee through a 7% contribution from the employee and a 2:1 match by the City.
Deferred Compensation 457(b)
Additional retirement accounts are available in the form of deferred compensation through payroll deduction on a pre-tax basis. Employees can choose from three (3) companies to participate in deferred compensation. Enrollment is optional.
Flex Spending Accounts (FSA)
The FSA is an employee-funded account that allows employees to set aside additional money for health-care and dependent care expenses. This money is payroll deducted on a pre-tax basis. Enrollment is optional.
Group Term Life Insurance
All full-time employees are eligible to receive $75,000 in basic life coverage at no cost.

Additional Life Insurance
Employees have the option of purchasing additional life insurance for themselves and/or their dependents. Rates and coverage amounts vary.
Long Term Disability
The City offers voluntary enrollment in Long Term Disability. Rates and coverage amounts vary.
Employee Assistance Program
The City of Midland contracts with an Employee Assistance Program (EAP) for all of our employees. This service is completely confidential, and free to all employees and their household members. Services include counseling, crisis intervention, financial guidance, legal assistance and more.
Paid Time Off and Holidays
Employees begin earning Vacation and Sick Leave as early as the first paycheck. In addition, the City offers several paid holidays during each calendar year, including employee birthdays.
Longevity Pay
Employees are eligible to receive longevity pay after the first year, and every year of employment thereafter.

The City offers a wellness program to promote health and wellness. Participation is voluntary and could have monetary rewards.
Credit Union
Employees are eligible to join the Midland Municipal Employee Credit Union. The Credit Union offers great dividends and loan opportunities.
Tuition Reimbursement
The City provides tuition reimbursement for employees interested in furthering their education. Reimbursement amounts are subject to prior approval, course completion and grades obtained.
Sick Leave Bank
Voluntary program in which members can apply for up to an additional 90 days of sick leave in the event of a catastrophic injury or illness.
Scholarship Fund
The Midland Municipal Employee Scholarship Fund is an employee-funded program that awards scholarships annually to dependents of City of Midland employees who plan to pursue a college education.
