Riverside University Health System is expanding services and access to care throughout Riverside County! We have opportunities for board eligible/certified Family and Internal Medicine physicians passionate about providing exceptional, state-of-the-art care to some of the most vulnerable and diverse patient populations in our region. The RUHS Community Health Centers are federally qualified health centers (FQHCs) located throughout the County. Examples Of Essential Duties


  • Demonstrate professionalism in all actions, including interpersonal skills, as well as compliance with RUHS policies and organizational objectives, including organizational mission and values.
  • Assist the Physician-in-Charge in developing and implementing immediate and long-range goals and objectives of medical services and quality metric programs.
  • Riverside University Health System assignment: Function as a clinician leader of services provided to patients by the medical team or medical specialty area; plan, organize, supervise, and coordinate the primary or specialized medical services at the medical center and outpatient clinics.
  • May represent the department in various committees, staff meetings and professional meetings.
  • Supervise clinicians, healthcare support staff, medical students, interns, and resident physicians.
  • Keep informed of current medical techniques, procedures and equipment, including subspecialty referral guidelines and workup; annual completion of continuing medical education (CME) per board and state license requirements, including minimally two (2) hours of leadership or educational related CME per year.
  • Participate in clinical quality programs, including responsibility for own quality metrics and compliance with RUHS policy and state and federal requirements; address patient quality metrics at each clinical encounter.
  • Conduct and participate in in-service training for medical staff and ancillary medical staff; conduct or participate in department or primary care clinic rounds and instruct the medical staff on patient care services in relation to medical treatments and medications.
  • Additional leadership opportunities exist.
  • Act as a medical consultant for primary, preventive care, health and wellness, and related community and public health programs; ensure medical staff and ancillary medical staff compliance to department policies, Joint Commission requirements, Health Resources and Services Administration (HRSA), local, state, and federal regulations related to healthcare.
  • Instruct clinicians, medical students, interns, resident physicians, and ancillary medical staff on all patient care services; provide professional guidance to healthcare staff engaged in performing patient care.
  • Maintain documentation of care to substantiate coding, in accordance with standards required by Joint Commission, Health Resources and Services Administration (HRSA), state, and federal guidelines; maintain appropriate records and complete medical documentation, including review of labs and diagnostic testing within the RUHS policy guidelines.


Minimum Qualifications


Experience: Successful completion of a residency training program accredited by the Accreditation Council for Graduate Medical Education (ACGME) OR by the American Osteopathic Association (AOA) and Board Eligibility or Certification in that medical specialty. Must become Board Certified before Board Eligibility expires per the American Board of Medical Specialists (ABMS) regulations.


License/Certificate: Possession of a current valid Physician's and Surgeon's Certificate issued by the State of California without restrictions. Possession of a current valid Drug Enforcement Agency registration.


Board Eligibility (BE) in respective specialty with Board Certification (BC) issued by respective board before the American Board of Medical Specialists (ABMS) board eligibility expires.


Possession of a valid California Driver's License may be required.


Knowledge of: The principles and practices of modern medicine; current techniques, procedures and equipment applicable to primary care or the specialized medical field; principles of effective supervision.


Ability to: Plan, organize, direct, and coordinate specialized medical services; perform specialized medical services; supervise and instruct professional and technical personnel; develop and present educational programs for medical students, interns, resident physicians, and ancillary medical staff; maintain records and prepare comprehensive reports; work effectively with staff, patients and others.


SUPPLEMENTAL INFORMATION


Condition of Employment


In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the pr ocess of completing their vaccination regimen.


The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.


A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MEDICAL/DENTAL INSURANCE: A Flexible Benefit Credit is provided on a monthly basis as governed by the Management Resolution or applicable bargaining unit. Vision coverage is provided through Vision Service Plan (VSP) at no cost to employee or eligible dependents.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
A new member is defined as any of the following:
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual)
0 < 36 months = 8.92 Hours
36 to <108>108 or mo re months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
