Basic Purpose
Responsible for developing, administering, and/or directing programs and providing supervision to other Allied Health providers while also carrying a caseload to provide direct evidence-based intervention. This position will oversee the Early Intervention Program-SoonerStart and the Child Guidance Program in all District 4 County Health Departments and the duty station will be determined at the time of hire.
Position Responsibilities /Essential Functions
  • Lead quality improvement activities for the local SoonerStart and Child Guidance programs.
  • Manage records requests, subpoenas, and court orders as instructed based on the respective program’s operations manual.
  • Consult and collaborate with local agencies and programs regarding needs at the local level, including local strategic planning around child well-being and application for local, state, and federal funding that supports child well-being and health outcomes.
  • Provide supervision of the district’s SoonerStart Lead Clinician and the Child Guidance Team Lead.
  • Provide evidence-based intervention services for children from birth to 3 years of age (SoonerStart) or birth to 18 years of age (Child Guidance) based on their respective program.
  • Provide program oversight for the clerical staff assigned to SoonerStart and Child Guidance.
  • Review periodic staff reports, administrative audits, program activities, and other information to evaluate program effectiveness and efficiency to ensure evidence-based practices are being administered.
  • Manage local contracts that include service reimbursement for child guidance services including, but not limited to, local head start, childcare, schools, pediatric practices, etc. where child guidance services may be procured to support local program goals.
  • Provide program oversight to the Early Intervention Program (SoonerStart) and the Child Guidance Program (Child Guidance) in the district.
  • Manage or assign management of contractors with the Early Intervention Program to ensure clients receive evidence-based services and the contract budget is spending down appropriately.
  • Collaborate with the Regional Early Intervention Coordinator and other Oklahoma State Department of Education staff to ensure federal and state procedures and policies are followed for the SoonerStart Program.

Education and Experience
Masters degree in Behavioral Health Clinician, Speech and Language Pathologist, Occupational Therapist, Physical Therapist, Special Educator or Child Development Specialist Or must be a Licensed Registered Nurse with a Bachelors in Nursing Science AND licensed or certified in one of the following disciplines: Speech Language Pathologist, Behavior Health Clinician, Social Work, Child Development Specialist, Registered Nurse, Physical Therapist, Occupational Therapist, or Special Education AND a minimum of 3 years’ experience in providing services to children within the applicant’s professional field, plus two years of professional supervisory, managerial, consultative or administrative experience in public health or allied health related settings involving programs that support the well-being of children, youth, and their caregivers.

  • Knowledge of the SoonerStart and Child Guidance policies and procedures as documented in the current administrative manuals.
Physical Demands and Work Environment
Work is performed in natural environments in the community and in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. Work also requires travel.
