Affordable Housing Compliance Specialist / South Portland Housing Authority / South Portland, Maine



We are working with our client The South Portland Housing Authority in hiring an Affordable Housing Compliance Specialist who brings experience with LIHTC and HUD regulations to work from their South Portland office overlooking beautiful Casco Bay.


Requirements of the Compliance Specialist:

  • Excellent communication and interpersonal skills to coach, collaborate and work with staff and also work with outside agencies and the public.
  • Proficient with Microsoft Office Suite.
  • Knowledge of federal, state and local laws, administrative rules and regulations related to public agencies as well as HUD regulations and guidelines related to Section 8 program desired.
  • Ability to commute to and work from the South Portland office on Monday through Friday.
  • Experience reviewing and interpreting compliance regulations in a multi-property organization.
  • C3P or similar LIHTC certification required.
  • Strong analytical, financial and technical skills and the ability to identify non-compliance trends and make recommendations to mitigate risk.
  • 3+ years of experience with LITHC compliance.
  • Management Occupancy Review (MOR) Certification required or obtained within 2 years of employment.
  • Bachelor’s degree preferred.

Responsibilities of the Compliance Specialist:

  • Conduct internal audits and certify continuing compliance of tenant files. Provide reports to management on staff performance and workflows.
  • Ensure that all processes reflect current regulatory requirements, and continually evaluate effectiveness of processes, tools and training to recommend and implement improvements as needed.
  • Ensure overall compliance with the regulations, rules, policies, and procedures that govern SPHA’s administration of housing programs and properties, which include HUD Public Housing, HUD Multifamily, HUD Section 8 Housing Choice and Project-Based Vouchers, and Low-Income Housing Tax Credits.
  • Oversee, maintain, and enforce all program regulatory documentation, including maximum income limits, maximum rent limits, unit set-asides, utility allowance schedules, property rent schedules, tenant selection plans, tenant file components, and Affirmative Fair Housing Marketing Plans.
  • Operationalize regulatory requirements, federal, state, and local guidance, and program updates in forms, policies, agency structures, and staff protocols that foster compliance and ease of understanding and use.
  • Direct and monitor reporting to HUD, Maine Housing, and other financial stakeholders.
  • Participate in non-financial audits and stakeholder reviews of property performance and provide compliance-relevant support for financial audits. Coordinate with auditors and SPHA staff to develop and implement corrective action as needed to ensure that all properties meet or exceed requirements.
