Job Description
Duties
The incumbent will perform multiple, varying and complex assignments. Considers the objectives of FAA LOB/SOs when developing, integrating, and implementing solutions to diverse, complex problems. Assignments require knowledge and experience working across functional and/or organizational lines on topics including data and information management, System Wide Information Management (SWIM), quality management system (QMS), competency management, and aeronautical, weather and flight information.
Typical assignments include the following:
Plans, leads, conducts or participates in surveillance activities to measure and determine compliance with established FAA orders, rules, procedures and policies for the purpose of promoting continued operational safety around data and information management.
Develops strategies to support the oversight of information management (aeronautical, weather, flight) products and services.
Monitors and evaluates the processing of aeronautical data into information products and services, including the messaging systems used to produce aeronautical information services and products by the FAA and its partners.
Demonstrates knowledge and experience working across functional and/or organizational lines by accomplishing extensive research and analysis, management and development of data and information standards, investigation and inspection activities, compliance and enforcement actions, and direct responsibility for project/program management.
Support oversight of information management in both international and domestic forums. Conducts program analysis to provide oversight of data and information processed while adhering to criteria, policy, and procedures for all aeronautical information products and services disseminated in compliance with International Civil Aviation Organization (ICAO) Annexes 4, 10, 11, 14 and 15, related Procedures for Air Navigation Services (PANS) and US government orders and regulations.
Interacts between all areas of the FAA’s aeronautical information services, National Geospatial-Intelligence Agency, and various military and civilian charting organizations to provide oversight of data and information related to the National Airspace System (NAS).
Applies experience and comprehensive technical knowledge as well as an understanding of new technologies and methodologies, including quality management principles, (i.e. competency and training) when developing, integrating, implementing, and evaluating standards to diverse, complex problems.
Conducts program analyses to provide oversight of, adherence to criteria, policy, and procedures for aeronautical data and information processed and disseminated, including delivery of information services through SWIM, and expansion into flight and meteorological data and information.
Employee works independently with work being reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Plans, leads, conducts or participates in surveillance activities to measure and determine compliance with established FAA orders, rules, procedures, and policies while promoting continued operational safety.

Qualifications
Reference - OPM Group Coverage Qualification Standards for Administrative and Management Positions in conjunction with Individual Occupational Requirements for 1361: Navigational Information Series. To qualify for this position you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the FV-I or GS/FG-13 level in the Federal service. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Experience possessing advanced technical knowledge in aeronautical data and information standards and how those standards are used in aeronautical products and services to support NAS operations, including air traffic management.
