Job Description
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will provide technical expertise, requirements, and performance assessment/Contracting Officer Representative (COR) oversight of an HVAC contractor, and effective ?hands-on? leadership in support of HVAC systems. You will troubleshoot and advise on the installation, maintenance, repair, and troubleshooting of HVAC systems. You will independently operate, troubleshoot and make limited repairs of HVAC and building automation control systems. You will develop expertise on the configuration and operation of local control systems to support interface with a variety of chillers, Variable, Frequency Drives, and packaged air conditioning systems. You will recommend preventative maintenance standards/expectations for the HVAC Service Contract, and verify contractor preventative maintenance and repair execution is in conformance with industry standards and contractual requirements. You will identify the need for major HVAC modifications/upgrades, based on lifecycle recommendations, and provide recommendations to the Facilities Branch Head and Program Managers. You will identify requirements and evaluate contractor proposals for task order modifications/awards for cost and technical reasonableness. You will support operational testing, evaluation and acceptance of newly installed or repaired HVAC and control systems. You will perform periodic and as-needed inspection and verification of completed service calls for critical locations, and quality assurance sampling of completed service calls for routine control work. You will perform direct observation and inspection of variable frequency drives, chillers, packaged A/C systems, motors, actuators, valves, dampers, fans, pumps, motor controllers, and pneumatic devices to detect malfunctions and localize problems. You will prepare statements of work for commercial acquisition of repairs and modifications of Direct Digital Control (DDC) systems and controls. You will perform duties as a Contracting Officer's Representative (COR) for the HVAC Service Contract, which includes oversight of contracted preventative maintenance, servicing and repairs for HVAC systems across Division Newport. You will oversee contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate to the Contracting Officer regarding contractor oversight and performance, and maintain required documentation to support monitoring Contractor performance. You will monitor the contractor's technical compliance and promptly identify and report observed deficiencies not in compliance with contract/delivery order terms and conditions. You will coordinate the timely collection of inputs from government subject matter experts to validate the acceptability of contract services and/or deliverables. You will monitor the contract period of performance and ensure procurement requests are submitted in adequate time to avoid lapses in contractual coverage. You will document contractor performance on a monthly basis in their COR Status Reports, and on an annual basis, by submitting an annual assessment in the Contractor Performance Assessment Reporting System (CPARS). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying facility administration principles to troubleshoot heating, ventilation, and air conditioning (HVAC) systems. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree in engineering, industrial arts, property management, or business administration; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in engineering, industrial arts, property management, or business administration; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
