Position Summary


Primary work location is Newport. Hybrid schedule may be an option after training period.


Your job in the department is to . . .


Participate in team rotation for payroll, accounts payable, and general finance tasks. Assist in the process of payroll for all Lincoln County employees and provide payroll-related services for all county departments. Process accounts payable transactions and maintain the accounts payable accounting system. Enter budget and financial adjustment entries under the guidance of senior finance staff.

Maintaining all finance department electronic and physical files and keeping employee records and systems setups up to date. Monitoring and maintaining the Lincoln County’s purchase card system.


Payroll


Essential Functions/Major Responsibilities


  • Assist in the preparation, payment, and reporting of payroll-related expenses.
  • Maintain employee payroll files, electronic and paper, for current and terminated employees:
  • Verify timesheets for accurate recording of information and compliance with county policy, union contracts, State and Federal labor law.
  • Assist in reviewing Personnel Action Forms for correctness of information, consistency with job descriptions, and adherence to personnel and payroll rules.
  • Under the guidance of the Accounting Analyst, perform steps in processing employee payroll for any given pay period.
  • Provide training assistance for Lincoln County personnel in the use of the time entry and time approval modules.
  • Scan and digitally file all payroll documents, records and reports.
  • Assist in keeping employee records up to date and ready for payroll processing.


Accounts Payable:
  • Maintain accurate and detailed procedures manual for the accounts payable function.
  • Process weekly accounts payable transactions:
  • Post detail of expenditures to the Lincoln County’s General Ledger through the electronic accounts payable software module.
  • Produce and mail checks, or distributes electronically, all amounts due to vendors, along with pertinent documentation.
  • Maintain the accounts payable systems, including detailed transaction files for all accounts payable activity:
  • Scan all accounting activity documents, including accounts payable vouchers and checks, general ledger journal entries, and purchase card transactions to an electronic database for future reference and archiving.
  • Review payment vouchers from all county departments for accuracy and correctness prior to entering payment data in the accounts payable software module.
  • Monitor accounts payable for capital expenditures; produces documentation for later fixed asset processing.


Reconcile and balance the monthly purchase card billing invoice to individual card holders’ monthly reports of purchases in preparation for payment and import to the general ledger.


Other Duties


  • Other clerical or transactional duties as assigned.
  • Assist with special reports and projects, researching, gathering, and compiling information and necessary data.
  • Monitor office supply needs and orders accordingly.
  • Assist other Finance department personnel with clerical duties as required.
  • Act as backup mail clerk in regular mail clerk’s absence.

Four-Five years


Specifics: 4 years of general office work including financial records processing or related work experience.


Driver’s License


Oregon Driver's License required


Specifics: Must obtain within 30 days of hire.


Desirable Qualifications: Associate’s degree or equivalent specializing in Accounting or related field preferred.


Knowledge Of


  • Modern office practices and procedures.
  • Lincoln County Personnel rules and collective bargaining agreements and their application to represented and non-represented employees.
  • Basic accounting procedures and practices.
  • Record keeping and reporting.

  • Work independently, with minimal supervision and instruction while maintaining confidentiality.
  • Work collaboratively with other Accounting Technicians to accomplish shared responsibilities in a rotational assignment environment.
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the County. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.

  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).

WORKING CONDITIONS


Job Conditions: Normal office environment.


Work Location: Lincoln County


Travel: Occasionally will be required to travel out of the local area for various meetings, conferences, and trainings. Will drive throughout the County when covering mail clerk responsibilities.

The County's current contribution rate is 11%.


Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
