Job Description
Performs highly responsible professional work in the area of Grants and Financial Reporting. Provides professional support to the Assistant Controller. Responsibilities include the application of accounting principles and methods in the issuance of reports, maintenance of varied records, and the assembly and analysis of financial data. Work is performed under general supervision, and performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Assistant Controller
Supervises: No supervisory responsibilities

ESSENTIAL DUTIES - May include, but not limited to the following:

¿ Sets up Sponsored Programs Award packets as received from Pre-Award; Office of Research & Sponsored Programs (ORSP).
¿ Reviews award packets for billing and financial reporting guidelines and compliance.
¿ Prepares Sponsored Programs Post-Award Billings and Financial Reporting: Monthly, Quarterly, Semi-annual and Annual basis or as required by sponsor.
¿ Prepares monthly non-loan federal drawdowns from: US Department of Education (DOE), US Department of Health & Human Services (DHHS), National Science Foundation (NSF), and US Department of Agriculture (USDA).
¿ Records the dual verification process for drawing down federal funds to ensure compliance with cash management and financial reporting.
¿ Records Grant Accounts Receivables.
¿ Prepares Sponsored Programs related IDTs and Cost-Transfers.
¿ Forwards approved grant related financial reports and invoices to sponsored agency.
¿ Closes out of expired Sponsored Awards.
¿ Prepares Direct Lending draws from the US Department of Education.
¿ Performs monthly reconciliation Direct Lending detail with US Department of Education Common Origination and Disbursement (COD) data.
¿ Prepares monthly Overhead calculation and journal.
¿ Performs general ledger account maintenance.
¿ Performs monthly reconciliations and provides accountability for outstanding items.
¿ Audits accounts for accuracy and compliance with University, State, and Federal guidelines.
¿ Initiates corrections or adjustments to accounts as needed.
¿ Assists with preparing the Schedule 1A, Schedule of Expenditures of Federal Awards (SEFA) section of the Annual Financial Report.
¿ Assists with preparing the Schedule 1B, Schedule of State Grant Pass through From/To State Agencies section of the Annual Financial Report.
¿ Assist with compiling reports for preparing of the annual Fiscal Operations Report and Application to Participate (FISAP) for federal awards.
¿ Prepares journal entries.
¿ Oversees the maintenance of accounting records in accordance with generally accepted accounting principles and university policies.
¿ Monitors and reviews federal and state regulations that stipulate specifications for required policies and procedures related to financial reporting.

ADDITIONAL DUTIES

¿ Collaborates in fulfilling internal requests for financial information.
¿ Performs other duties as requested



Education

Bachelor¿s degree in Accounting, Finance or a related field.

Experience

Three years of progressively responsible work experience in accounting required, with five years¿ experience and knowledge of the Texas higher education system preferred.

Requirements

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

¿ Master knowledge of General Accepted Accounting Principles to include pronouncements of the Governmental Accounting Standards Board.
¿ Knowledge of Federal Cost Accounting and Financial Reporting Standards as promulgated in OMB Circulars and Agency Guidelines.
¿ Knowledge of THECB and Texas Comptroller standards, policies and procedures for financial management, accounts payable and reporting of grant funds.
¿ Knowledge of policies and procedures for financial management of funds drawn for Department of Education Title IV funds.
¿ Working knowledge of state law pertaining to financial management of public universities.
¿ Working knowledge of the operation and administration of TWU¿s Oracle EBS financial system.
¿ Ability to analyze accounting systems for proper controls and reporting capabilities.
¿ Ability to prepare complex financial statements and other financial reports.
¿ Strong customer service skills for provision of accounting services.
¿ Ability to analyze and update established policies and procedures.
¿ Ability to perform mathematical calculations required for preparing and presenting financial reports.
¿ Ability to evaluate, organize and delegate work to maximize efficiency and resources.
¿ Ability to coordinate work with other employees, providing direct instruction or supervision as assigned.
¿ Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.
¿ Ability to establish and maintain effective work relationships with students, faculty, staff, and the public.
¿ Ability to communicate effectively orally, by phone, in person, and in writing.
¿ Ability to represent the department and University in a friendly, courteous, and professional manner.
¿ Ability to respond to emergency situations in a timely manner.
¿ Ability to use a personal computer and other office equipment, including university software and email.
