Job Description
The City of Johnson City is accepting online applications for a Youth Servies Officer with the Juvenile Court. The employee performs intermediate professional work in the supervising and counseling of juveniles on probation; does related work as required. Incumbents in this class deal with casework problems in probation fields. Close supervision, with a view to the continuing growth of the officer in the application of casework skills is received by employees in this class. Court work is planned in conjunction with the judge, but the Youth Services Officer evaluates the information secured and makes decisions within established policies and standards. The work requires the use of independent judgment, initiative and familiarity with agency standards, policies and functions, and is performed under supervision of the Director of Court Services. Essential Functions of Position: supervises and counsels youth assigned on probation to him/her on court probation in order that rehabilitative measures may be implemented; counsels youth on informal adjustment; meets regularly with a youth who has been assigned on probation to him/her; maintains accurate records of all contacts with a youth assigned on probation to him/her or on informal adjustment; prepares proposed releases from probation for youth assigned to him/her upon the successful completion of probation; works with and discusses issues involving youth assigned to him/her on probation or informal adjustment with a youth's parent/guardian; makes school visits and attends school related meetings for individual youth, working directly with school personnel; takes court notes and operates recorder for court hearings when requested in the absence of the courtroom assistant; files forms, petitions to extend or revoke probation, prepares release from probation for youth assigned to him/her upon the successful or unsuccessful completion of probation; and documents used for hearings; prepares rules of probation for youth assigned to him/her based upon the provisions of the court order and based upon a risk and needs assessment; installs and provides electronic ankle monitoring devices for youth if ordered by the Court and monitors appropriately; serves on rotation with other Youth Service Officers as an intake officer to meet with members of the public who inquire about the process of Juvenile Court or inquire about filing a petition with the court without an attorney and respectfully conferences with the members of the public seeking information; communicates regularly with other agencies, courts, professional service providers, and the school system in order to address the needs of children/youth assigned to him/her on probation or informal adjustment;; communicates with law enforcement, the Department of Children's Services, other courts, and the parents of youth who are being held in the Upper East Tennessee Regional Juvenile Detention Center; coordinates timely court hearings for youth placed in the detention center; serves as the court's on-call after-hours emergency contact on a rotating basis with the other Youth Service Officers as assigned; trains for and serves as the court's liaison on advisory boards for state agencies and community organizations providing services for children and youth, some of which are mandated by state law; monitors and provides instruction to college-level criminal justice and/or social work interns, and works closely with school administration in the supervision reporting of the intern; keeps current on changes to Tennessee legislation affecting his/her responsibilities as a Youth Services Officer; meets continuing education hours requirement annually; completes annual recertification to administer the Child and Adolescent Needs Screening tool; Required Knowledge, Skills and Abilities: General knowledge of modern social service practices and casework philosophy, methods and practices; general knowledge of individual and group behavior, literature in the social work field and laws pertaining to juveniles and the courts; ability and desire to work with people; ability to plan and organize work; ability to understand and interpret laws and regulations and to deal effectively with the public. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on computer keyboard for data entry. Ability to speak clearly. Acceptable Experience and Training: Graduation from a college or university of recognized standing with major course work in social work, criminal justice, or related field.
