Rutgers, The State University of New Jersey, is seeking a Website Development Manager for University Communications and Marketing. Reporting to the Assistant Director of Brand and Marketing, Editor, Rutgers.edu, the Website Development Manager is responsible for technical development and maintenance oversight for the Rutgers.edu website, which is the central university-wide website. Based on needs of the university and industry best practices, this role oversees and contributes to the technical development and site integrity to deliver an effective, user friendly website for Rutgers. Additionally, this position oversees the resources and processes that support the technical development and maintenance of the Rutgers Core Component Library (RCCL) platform. The RCCL platform is the system that supports a cohesive brand and user experience for websites at Rutgers.
This position requires advanced programming skills and a broad range of technical knowledge to design and develop Drupal- based solutions from concept to implementation. This position is expected to be able to lead or contribute to different types of technical projects, including Drupal migrations in addition to other Drupal related development tasks. Additionally, this position is responsible for contributing to technical documentation when requested and ensuring all code changes and updates are properly documented according to the unit’s governance processes.
The position is responsible for developing standards, recommending and creating processes, supporting related documentation, and setting schedules for new projects, and ensuring the quality and timeliness of technical deliverables and projects related to websites and web-based applications that UCM oversees.

Among the key duties of this position are the following:
  • Works with internal and external stakeholders to understand customer needs, motivations, and behaviors and translate them into specifications and implementations. Identify customer needs and take action to meet those needs.
  • Administers the web ticketing system, including prioritizing and assigning tickets for bug fixes and enhancement to UCM web products, and ensuring their resolution.
  • Keeps abreast of the latest technologies and consider how they may be used to solve challenges in enterprise solutions.
  • Monitors and performs regular Drupal CMS based website maintenance activities.
  • Ensures projects are completed on time and meet business and system requirements.
  • Develops metrics and SLAs for technical staff and outside resources to measure and monitor performance.
  • Develops technical frameworks and architectures for use by the development team. Design, develop, and maintain new modules, templates, and themes for Drupal. Share Drupal knowledge and best practices with team members.
  • Supervises the team supporting the technical development for Rutgers.edu, the RCCL, and other UCM managed sites and applications to ensure industry best practices are followed.
  • Ensures that web accessibility requirements are met.
  • Performs technical resource planning and support. Maintain and secure current web properties by applying patches and updates, refactoring code and transitioning to new development frameworks as needed.
  • Responsible for the exploration, implementation, testing, and maintenance of new technology to find solutions to functional and technical problems.
  • Codes and maintains rutgers.edu, the RCCL, Rutgers signature generator, and other UCM-operated websites and web-based applications to maintain technical integrity.
  • Designs and develops Drupal-based solutions from definition to implementation. Identify the appropriate resources and processes, set priorities and meet deadlines. Support and maintain Rutgers Core Component Library platform including development of new content components in Pattern Lab and integration of those components into Drupal.
  • Builds a collaborative team environment to foster clear project management and technical development expectations and processes, and create a culture of innovation, ideation, and pride in their work.
  • Supports the development, implementation, and maintenance of Drupal CMS based websites.

Qualifications

Minimum Education and Experience
  • 7 years of related experience or an equivalent combination of education and experience.
  • Bachelor’s degree in a technology or related field.


Certifications/Licenses

Required Knowledge, Skills, and Abilities
  • Experience using code version control, such as Git and GitLab.
  • Thorough knowledge of current web innovations, technologies and best practices in web design, usability and accessibility, web application security concepts, and web services (XML and XLST) are required.
  • Proficient in analysis, maintenance, and extendibility of CMS framework.
  • Strong attention to detail is required in concert with the ability to identify and implement big picture ideas.
  • Demonstrated experience in full-stack website development.
  • Proficient in JavaScript, PHP, MySQL, HTML, CSS (SASS).
  • Self-motivated and able to work well with minimal supervision or in a team environment.
  • Excellent project management skills – with proven track record in digital communications.
  • Proficiency in PHP architecture and implementation of dynamic functionality for web-based solutions especially in the context of the Drupal CMS framework.
  • Experience with navigation and content for responsive sites (for mobile users) and with requirements of accessibility compliance.
  • Working knowledge of PHP and Twig coding languages.
  • Must be well versed in the integration of suitable graphic and video formats for use on the web.
  • Ability to design and develop custom Drupal solutions including modules, templates, and themes.
  • Must have a user-experience mindset and be able to think from a consumer’s point of view.
  • Ability to analyze data, identify trends and translate metrics into reports and executable product change.
  • Demonstrated technical experience maintaining and updating Drupal websites.

Preferred Qualifications
  • Familiar with JavaScript frameworks such as React, jQuery, Vue.js, or Node.js
  • Experience working on a scrum website development team/project, utilizing agile methodology.
  • At least 3 years of experience producing and/or managing development of platforms and applications used for digital communications.
  • Experience includes creating web strategy, integrating complex systems utilizing web services, building or designing solutions for web-based technology, working with cross functional teams, and leading large scale implementations projects.
  • Familiarity with WordPress CMS, ability to apply core and plugin updates, and install new plugins.
  • Familiarity with Pattern Lab.
  • Experience managing staff.
  • Experience supporting front-end website design and development, website UX, application design/UX, and content management system configuration/development.
  • Working knowledge of Google Analytics and other analytics platforms preferred.

  • Expert user of Microsoft Office software (Word and PowerPoint), Advanced knowledge of HTML, Drupal content management system.
