Job Description
The Utility Worker I will perform manual work of limited complexity and assist in the performance of semi-skilled or skilled tasks.
RESPONSIBILITIES:
  • Perform simple construction jobs, such as barricades and fences; cut grass and weeds, rake leaves and perform related ground keeping tasks.
  • May drive trucks of one ton or less in daily routine and assist in locating mains, service lines and in backfilling excavations.
  • Load and unload materials, supplies, equipment, trash, and other debris.
  • Clean streets, gutters, sewers, and catch basins.
  • Assist craft persons in moving materials, setting forms, mixing cement etc.
  • Participates in various projects or tasks requiring physical labor such as street resurfacing, digging ditches, pruning shrubs, maintaining pipelines, valves, hydrants, and manholes.
  • Other duties as assigned.
  • Use a variety of hand and power tools, pumps, sewer rodders, and power mowers.
  • Perform routine maintenance of equipment, such as power saws and compressors, and other related tasks.
  • Clean buildings, offices, and the surrounding grounds.
  • Salt streets, sidewalks and remove snow.
KNOWLEDGE, SKILLS & ABILITIES:
  • Ability to work with and around chemicals.
  • Ability to work in confined spaces may be required.
  • Must be able to work all shifts.
  • Ability to understand and follow simple oral instructions.
  • Ability to use appropriate tools and equipment.
  • Physical capability to perform physical work outdoors in all weather.
EDUCATION / EXPERIENCE REQUIREMENTS:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
  • Completion of a recognized apprenticeship in the craft or equivalent training at an accredited trade or technical school, or military training preferred.
GENERAL REQUIREMENTS:
  • Applicant must have permanent residency in Allegheny County at time of appointment and remain a permanent resident throughout employment with the PWSA.
  • Applicant must present an up-to-date COVID-19 vaccination at the time of application or prior to commencement of work (subject to applicable law including the Americans with Disabilities Act (ADA) and Title VII of the Civil Rights Act of 1964 reasonable accommodation requirements).
  • Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
SUPERVISION EXERCISED / RECEIVED:
No direct reports / Receives direct guidance from the Senior Manager, Field Operations.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • Additionally, the employee should be available to work all three shifts, weekends, and holidays.
  • The employee will perform heavy work including lifting and carrying up to 100 pounds, and work in loud conditions with vibrations, traffic, mechanical, chemical, fire and explosive risks.
  • While performing the duties of this job, the employee is regularly required to perform physical work outdoors in extreme weather; operate a pickup truck, van and forklift, and related equipment.
  • The employee will work in confined, high spaces, like scaffolding; exhibit full range of motion to complete tasks like climbing, balancing, kneeling, or grasping, with the ability to utilize their senses, such as seeing, hearing, and talking.
CONDITIONS:
  • While performing the duties of this job, the employee is regularly exposed to a loud or moderate noise level within the work environment.
  • Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.
MEDICAL EXAMINATION:
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING:
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.

  • Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
