Role Summary:

The Vice President of Procurement is responsible for leading all non-CORE (that is excluding network services from other telecom providers) global procurement activities through GTT’s organization. These procurement activities include planning and implementing activities related to the procurement of materials, equipment, and services for internal use.


Responsible for ongoing management of procurement strategy and activity and for ensuring optimal vendor/supplier performance and price. Develop and maintain strategic vendor/supplier relationships and manage the development of contracts, contractual relationships, and contract management to deliver continuous improvement in delivery of goods and services by the supply base.


Job Scope/Supervision:

VP, Procurement will interact closely with Product Management, Engineering, Service Delivery, IT, Finance, and Supply Chain Teams. This role will lead the non-CORE procurement function which will be either a team of dedicated GTT procurement specialists or utilize an outsourced model based upon the design and recommendation of the VP of Procurement. This positions first primary responsibility will be to develop a procurement strategy that will ultimately assist with maximizing productivity and efficiency at GTT in the most cost-effective manner.

Duties and Responsibilities:

· Will develop and recommend an optimized procurement strategy for GTT globally, focusing on the design of the procurement function and how it operates within GTT and the broader market.

· Develops, communicates, and enforces company policies and procedures for procurement.

· Negotiates major contracts involving large dollar amounts

· Monitors the cost, schedule and performance aspects of major contracts and subcontracts.

· Reviews and approves purchases up to a specified dollar amount.

· Manages the cost, schedule and performance metrics of contracts and subcontracts.

· Select, develop, and manage a team of procurement specialist to ensure efficient operation of department.

· Create and implement best practice procurement policies, processes, and procedures to aid and improve business performance

· Develop and implement a vision and strategy to ensure the function is operating in line with the objectives of the business.

· Ensure that procurement strategies and processes are in place to meet business objectives and operational needs in terms of price, quality, and delivery targets.


Required Experience/Qualifications:

· 10+ years of experience in leading a global procurement function in the telecom relevant industry

· Bachelor’s Degree required

· Proven contract management and vendor/supplier experience

· Ability to add value, reduce costs and make business process improvements

· Demonstrated ability to create shared vision, inspire collaboration, and drive change

· Experienced in navigating ambiguity and ability to be agile in a changing environment

· Exceptional communication skills and the ability to influence where needed

· Experience in procurement at a multi-national level. Minimum Americas and Europe

Desirable Experience/Qualifications:

· Master’s Degree preferred

· Experience with Oracle procurement system preferred


Hours/Travel/Shift: This person will be required to travel internationally. The level of travel is to be determined in large part by how the procurement function is ultimately designed.
