Summary Statement

The City of Boise Public Works Department is looking for CDL license holders with two years of experience and exceptional customer service to join our team as a Vac-Truck Operator. Vac-Truck Operators operate advanced high-velocity combination sewer cleaning/vacuum trucks and related equipment to perform a full range of general maintenance and cleaning duties related to the city’s wastewater collection system. Plus Vac-Truck Operators work 4, 10-hour shifts with Saturday, Sunday, and Monday off!

Essential Functions

Operates advanced high velocity combination sewer cleaning/vacuum trucks and related equipment to perform a full range of general maintenance and cleaning duties related to the city’s wastewater collection system. Cleans and jets sewer mains and laterals. Operates a high pressure jetter, manual power rodder and hand rodder to remove debris from inside pipes. Vacuums debris from manholes, lift stations, vaults and related structures. (60%)
Recommends and reports collection system performance to the assigned supervisor and maintains written and computerized records. Performs field observations and coordinates with the assigned supervisor to establish inspection and cleaning goals. Reviews daily work assignments and manages time efficiently. Inspects and maintains assigned equipment and vehicles. Performs safety checks and checks fluid levels of vehicles and equipment. Inspects and maintains safety related equipment including air monitoring devices, signs used for traffic control, fall protection gear and first-aid kits. Performs work in confined spaces and performs necessary precautions prior to entering confined spaces with potential hazardous atmospheres. Uses air quality monitors and ventilators. Sets traffic control including safety devices, signs and barricades and ensures the safety of the public and the work crew. Provides customer service and responds to questions, inquiries, problems and complaints from the general public. (20%)
Utilizes computer programs to enter data and create maintenance records to ensure compliance with local, state and federal rules, regulations and laws. Reads and interprets blueprints and technical manuals to research and order parts and equipment. Reads and interprets maps and GIS systems to troubleshoot problems in the collection system and locate underground assets to protect the city infrastructure from damage. Marks underground utilities locations in compliance with state requirements. (10%)
Attends and completes assigned training as required to ensure compliance with city policy, state and federal regulations and maintain professional licensing and certification. Maintains a safe, clean and orderly work environment. Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties. (10%)

Requirements

Required Knowledge, Experience, And Training

  • High school diploma or GED, and
  • An equivalent combination of education and experience
  • 2 years of experience operating a Class A or B commercial vehicle with air brakes, or

Ability To:
  • Understand and comply with all rules, policies, and regulations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Interpret and apply SDS (safety data sheets) data and other safety procedures
  • Display an attitude of cooperation and work harmoniously with all levels of city employees, the general public, and other organizations
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record
  • Read and interpret technical manuals and utilize a computer and basic computer programs
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
  • Maintain prompt and regular attendance
  • Maintain state and city required licenses and certificates
Level of Knowledge:
  • General business office and telephone etiquette, office equipment, and procedures

  • Advanced knowledge of the cleaning, inspection, and repair techniques of sewer lines
  • General customer service techniques
  • Operation and maintenance of various types of sewer line cleaning and maintenance equipment along with related safety procedures and techniques

Preferred Knowledge, Experience, And Training
  • Wastewater Collection Operator Class II or higher license
  • Valid unrestricted Class A CDL with tanker endorsement
  • Experience and understanding of underground or wastewater utility work
  • Three years of experience operating a Class A or B commercial vehicle with air brake and tanker endorsements

Licensing And Other Requirements
  • CDL tanker endorsement within 3 months of employment
  • Ability to obtain a Wastewater Treatment Operator Class I certificate or Operator in Training (OIT) within six months of employment.
  • Valid unrestricted Class B CDL with tanker endorsement

Special Requirements

Applicants must be able to pass:

  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Persons in this position must have a CDL that can handle a gross vehicle weight rating of 26,001 or more pounds.

Physical Efforts
While performing the duties of this job the employee is always lifting/carrying up to 35 pounds and occasionally lifting/carrying up to 75 pounds. Also, the employee is always pushing/pulling up to 20 pounds, frequently pushing/pulling up to 35 pounds and occasionally pushing/pulling up to 75 pounds. The noise level is frequently moderate and rarely very loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, runn, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.Additional physical efforts include: twisting and bending and operating machinery in confined areas..
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Employees work on stairs and uneven surfaces, near open tanks and ditches, in industrial areas; are exposed to hydraulic and vehicle hazards, and insects and atmospheric hazards; are subject to slip hazards caused from ice/snow in winter, wet floors, uneven and undeveloped work surfaces. Exposure to sewage, scalding geothermal water, methane, hydrogen sulfide and other possible toxic gases and hazardous chemicals and substances.
This position works: Shift work, rotating on-call schedule, and reports to the facility in times or emergencies, evenings, nights, weekends and holidays as required. Individuals in this position are required to be On Call.
