Urban Forester - One Year Limited Term

The City of Concord Public Works Departments seeks to fill a one year limited term Urban Forester position in the Parks Division. This position is open until filled and may close at any time.

The Public Works Department, Parks Division
The City of Concord Public Works Department strives to develop and provide a variety of customer driven maintenance services and programs to protect the City’s investment of infrastructure and public facilities and ensure the health and safety of Concord’s community in the most efficient and cost effective manner.
The Department consists of 84 full time staff over five divisions: Administration & Fleet, Facilities Maintenance, Infrastructure Maintenance, Parks Maintenance, and Transportation. The Parks Division has 28 full time staff and oversees Parks, Street Landscaping, Medians, Urban Forestry, and other areas of maintenance. The Division is committed to providing outstanding levels of customer service, meeting the needs of, and providing quality Core Services to both internal and external customers.
What you will be doing in this role:
The Urban Forester plans, organizes, directs and participates in the development and implementation of urban forest management and maintenance involving the care, protection and conservation of trees and shrubs located in City parks and public rights-of-way; provides technical advice and training related to tree and landscape maintenance activities; provides liaison between the City and community relating to park and landscape facilities; provides complex and responsible support to the Parks Division in areas of expertise; and performs related work as required. This position will also be responsible for assisting in the developing a strategic plan to complete, and/or select consultants to complete, a comprehensive tree inventory, City-wide Tree Maintenance Plan, deploying a dynamic tree management/information software program, and applying for/administering Urban Forestry related grants.

SELECTION PROCESS

  • Works closely with the community, community leaders, and other service providers; develops partnerships with participating groups to improve service delivery, which requires a high degree of sensitivity and political astuteness.
  • Supervises full-time maintenance staff, including determining priorities, methods, and sequences of work necessary to achieve the established performance based budget objectives; determines workloads and schedules; assigns work activities, projects and programs.
  • Urban Forestry Program including permitting, planning, development, construction, inspection, code enforcement, mitigation, and administering various plans
  • Reviews, trains and evaluates assigned and part-time staff and makes hiring and termination recommendations. Identifies and/or resolves subordinate complaints.
  • Promotes the City’s Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the vision and values adopted by the City in its Mission Statement.
  • Continually monitors and adjusts the Division goals and objectives, establishes performance standards, methods for management, and budgets to meet targeted Council approved goals.
  • Works collaboratively with citizens, school district, community groups, private agencies and businesses to facilitate and develop programs, form partnerships, clarify procedures, identify needs, and to explain and promote existing programs. Serves on City and community task forces, inter-departmental initiatives to work collaboratively to achieve corporate goals.
  • May plan, organize, and participate in the development of work plans for the any following assigned program areas:
    • Parks, open space, and trails maintenance
    • Urban Forestry Program including permitting, planning, development, construction, inspection, code enforcement, mitigation, and administering various plans

  • Develops and implements plans to meet established cost recovery goals. Prepares plans based on an assessment of community needs. Implements other approved maintenance, management, and general plans as adopted.

Qualifications

Knowledge and Abilities
Working knowledge of the philosophy and objectives; of related facilities and equipment; of management techniques pertinent to grounds maintenance, horticulture and weed abatement, including planning, scheduling, training, identification of budget needs and maintenance of budget controls; state and federal grant funding guidelines, and applicable state and federal laws and regulations.
Ability to supervise, evaluate and monitor staff; develop, organize, coordinate, and evaluate programs within departmental guidelines; interpret and implement City-wide and departmental policies and procedures; develop and monitor program budgets, maintaining required labor, material, and cost records; to communicate effectively, both orally and in writing, with assigned staff, co-workers, internal customers, elected City officials, governmental agencies, department customers, neighborhood associations, and the general public; and develop strong interpersonal relationships with subordinates, peers, supervisors, service provider partners, community leaders, the general public and others contacted in the course of work.
Education: Possession of a Bachelor's Degree in Parks Administration, Agricultural Science, Biological Science, Environmental Science, or related field supplemented by advanced courses in supervision and management. Additional certifications may be required based on assigned program area.
Experience: Five years of experience in parks maintenance, including at least two years experience in supervising the work of professional staff. Additional work experience in the assigned program area may be substituted for education year for year for up to a maximum of two years.

Other

When assigned to Urban Forestry: California Department of Pesticide Regulations Qualified Applicator Certificate and Certification as an ISA Certified Arborist are required. Completion of PC 832 Course is required within one (1) year from date of hire. Certification as an ISA Municipal Specialist and ISA Tree Risk Assessment Qualification, as well as experience managing a Municipal Urban Forest and tree inventory management program are highly desired.
A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
