Job Description
TITLE: TRUANCY AND RESIDENCY OFFICER (Part Time)QUALIFICATIONS: Demonstrated ability to work calmly, rationally and firmly with parents and students.Knowledge of state compulsory attendance lawsKnowledge of juvenile justice system and ability to present truancy cases to thecourtAbility to interpret laws, policies, and proceduresStrong organizational, communication, and interpersonal skillsAbility to operate personal computer to develop databases and do word processingAbility to travel district wide to conduct home visits and visit sites where truantstudents have been reported to the districtAbility to travel to state court and other hearings.Three years experience working in compliance, law enforcement, or with children or adults in a leadership roleSuch alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.REPORTS TO: Assistant Superintendent or designeeJOB GOAL: To assure that no student enrolled in the district gains less than fulladvantage from their educational opportunities as a result of attendanceproblems and to endeavor to procure the full-time attendance at school of all children of the district who are required by law to attend school.PERFORMANCE RESPONSIBILITIES: The primary duty of the Truancy and Residency officer is to enforce applicable Rhode Island State Statutes, specifically R.I.General Law 16-19-1, in regards to compulsory attendance of students who have not attained the age of 16, and residency in accordance with R.I. General Law 16-64-1.Provide assistance to school and district personnel in enforcing compulsory attendance laws and resolving truancy, excessive absences, and tardiness problems; serve as district liaison to parents, law enforcement agencies, and court personnel.Confer regularly with district administrators and each building administrator/designee to ascertain any cases of suspected truancy and/or residency, which should be investigated, and to report to administration any findings thereof.Confer with teachers, school nurses, guidance counselors, and building administrators/designees regarding students who are excessively absent or tardy and who have not responded to interventions.Notify parents/guardians of habitually truant students of the: --possibility of juvenile court action--possibility of parental fines--discipline actions that require parent/ guardian notificationVisit the homes or suspected places of employment of truant children, as necessary.Monitor attendance to ensure compliance with school geographical attendance boundaries established by the School Committee and conduct home visits to verify residency when necessary.Serve in the role of special constable to deliver court issued summons for students and guardians to appear in court.Initiate petitions to juvenile intake and prepares cases for formal hearings in a timelyfashion. Review all files and records before undertaking any investigation or otheractionRepresent the school district in court hearings resulting from attendance problems; maintain contact and act as liaison to local law enforcement agencies and courts in the area of student truancy. Participation in all court hearings as approved by the Superintendent or designeeCompile, maintain, and file all reports, records, and other documents required, including records of all cases investigated and reports which would be acceptable as evidence in a court of law.Collaborate with school based Multi-tiered Systems of Support Teams on attendance related issues.Support and assist School Safety Officers.Coordinate residency verification issues: --Receive and review residency investigation requests;--Compile information and maintain a variety of records and logs related to home visits and other assigned activities;--Develop, maintain, and manage residency database systems;--Prepare all materials related to residency verification;--Assist with the enrollment and registration processes at the District office, as needed, as it relates to residency verification; --Develop procedures, protocols and prioritization for residency checks.Prepare an annual report on attendance, residency, and related matters for the Superintendent or their designee.Perform related work as required.TERMS OF EMPLOYMENT: Subject to annual appointment.
This position is salaried andconsidered part-time for twelve months.
