Job Description

This is an Obligated Position: An "Obligated" position is one to which an employee has statutory restoration rights or return rights based on having served an overseas tour(s). Responsibilities You will serve as the Branch Chief of the Deployment Branch, Transportation Division, Army Field Support Battalion (AFSB)/LRC-Hawaii. You will apply expert knowledge of DoD organizational missions, objectives, and procedures as they relate to transportation and computerized systems. You will perform system and functional analyses, special studies, automated reports, tracking DOD cargo, and workload summaries for deploying units. You will oversee the development of procedures, methods and techniques necessary for designing and executing special studies requiring selection of automation data from a variety of sources, both within and outside the AFSB/LRC-Hawaii. You will utilize technical expertise and experience when dealing with extremely broad and complex transportation computerized systems problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) using automated transportation systems to coordinate data requirements for worldwide deployments; 2) conducting analysis of transportation systems for conformity with mission requirements; and 3) and assisting employees with use of automated transportation systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Computer Literacy Technical Competence Transportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. Position may be filled as a term appointment NTE 2 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years. In accordance with applicable regulations; may be converted to permanent status without further competition at the discretion of management and if the incumbent meets the eligibility criteria for specific appointment authorities (i.e., Reinstatement, 30% Disabled Veterans, etc). Supervisory probationary period may be required. This is an Obligated Position: An "Obligated" position is one to which an employee has statutory restoration rights or return rights based on having served an overseas tour(s). The former incumbent has return rights to this position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon return of the former incumbent.
