Job Description
SALARY: :$19.35/Hr. (NEGOTIABLE)
(Employees will receive 5% below the negotiated pay rate during their probationary status.):
FIRST POSTING OPEN TO ONEIDA ENROLLED TRIBAL MEMBERS ONLY:

POSITION SUMMARY:
This position will ensure all legal documents related to the Land and Residential leases of the Oneida Nation and applicable community members are researched, properly documented, corrected and recorded. This will include working with different areas within the Oneida Nation, the Bureau of Indian Affairs, community members, etc. Continuation of this position is contingent upon funding allocations.
DUTIES AND RESPONSIBILITIES:
1. Research for prior deeds, mortgages, and easements to identify any existing obstacles to the realty transaction of a property, keeping records of the search and the data it generated.
2. Understand property law terminology in order to effectively communicate with requestors/customers and fully satisfy requests for information.
3. Gather title details and organize them into reports for the requestor/customers while upholding the strictest confidentiality.
4. Use analytical skills to determine if more in-depth research is needed on a particular property and determine if an issue exists that could stop the realty transaction.
5. Prepare title documentation per the requirements of the Oneida Nation, Real Property Law, and any other applicable laws.
6. Maintain professionalism in all verbal and written communication, working independently on title research caseload and maintaining a high level of productivity.
7. Comply with all professional standards of title examinations and analysis while using applicable software and search tools.
8. Record legal documents in the Oneida Register of Deeds system. Assist in BIA -LTRD (Bureau of Indian Affairs–Land Title and Records office) recording process.
9. Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
10. Enter data from various documents into the Bureau of Indian Affairs Trust Accounts Asset Management System (TAAMS) modules, i.e., subsurface, leasing, permits, easements and right of way, etc.
11. Print various TAAMS confidential reports, documents and inventories as needed.
12. Conduct community-based training and seminars on wills, probates, and estate planning.
13. Cross-train in all capacity of the Land, Title, and Trust Department.
14. Ability to learn and navigate through existing and new database systems to obtain the most current and accurate information.
15. Adhere to all Oneida Nation Personnel Policies and Procedures, Departmental Standard Operating Procedures, and Area and Program Strategic Plans and Policies.

The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk, sit; occasionally stand, lift and/or move up to twenty-five (25) pounds.
2. Work is generally performed in an office setting with a moderate noise level.
3. A 2 step Tuberculosis (TB) Screening and/or TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.
STANDARD QUALIFICATIONS:
1. Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
2. Knowledge of Bureau of Indian Affairs Land Title and Records office processes.
3. Knowledge of department organization, functions, objectives, policies, and procedures.
4. Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
5. Ability to obtain the TAAMS Realty Training Certificates as required by program within two (2) years and maintain throughout employment.
6. Ability to exercise independent judgment.
7. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
8. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
9. Ability to work independently and meet strict timelines.
10. Ability to communicate efficiently and effectively both verbally and in writing.
11. Ability to obtain a Title Examiner Certification issued by the Wisconsin Land Title Association within six (6) months of employment and maintain throughout employment.
12. Must pass a Federal Government Background Security Investigation. Requiring verification of personal data, criminal record check, education, profession, previous employment reference, fingerprint check, credit check and interview.
13. Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.
14. Must adhere to strict confidentiality in all matters.
15. Must be willing and able to obtain additional education and training.
16. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
17. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation’s Gaming Division.
18. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a personal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
PREFERRED QUALIFICATIONS:

1. Title Examiner Certification issued by the Wisconsin Land Title Association.
2. Knowledge of Oneida reservation boundaries and the different land statuses within the boundaries.
MINIMUM QUALIFICATIONS:

1. Must be an enrolled member of the Oneida Nation.
2. Associate Degree in Administration, Legal Studies/Paralegal, or closely related field.
3. One (1) year office administrative or paralegal experience, and/or an equivalent combination of education and experience may be considered.
