JOB PURPOSE
Under general supervision of the Supervisor – Facilities Services, is responsible for repair and maintenance of the heating, ventilation and air conditioning (HVAC) systems and mechanical systems for Company facilities.
EDUCATION AND/OR SPECIAL TRAINING
- Graduation from a recognized college or university with an Associate's Degree in Applied Science (Heating, Ventilation and Air Conditioning), equivalent certificate from trade school or completion of equivalent apprenticeship program; or an equivalent combination of training and experience.
- Class A Contractors License from the State of Texas and State of New Mexico.
- Refrigerant Transition and Recovery Certification.
- Welding Certification from a recognized trade school or college
- Certified Facility Engineer from AFE preferred.
- HVAC Sheet Metal Fabrication experience preferred.
EXPERIENCE AND MINIMUM REQUIREMENTS
- Ten (10) years working experience with HVAC contractor, service agency or property management firm.
- Proficient knowledge of computerized control systems for HVAC and related building systems.
- Proficient knowledge and skills in reading blueprints, wiring diagrams and trace control circuits.
- Proficient mechanical aptitude and background and good manual dexterity.
- Applies mastery of skill in area of specialization. Adapts procedures, techniques, tools, materials and/or equipment to meet special needs.
- Ability to braze and install refrigerant piping, evacuate, recharge and start up HVAC equipment.
- Ability to plan and prioritize daily tasks accordingly.
- Valid driver's license and must comply with the El Paso Electric Driving Policy.
- Ability to maintain a strong sense of propriety concerning confidential matters.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain good working relationships with officers, managers, fellow employees, representatives of other utilities, outside consultants and the public.
- Must pass a Human Performance Evaluation (HPE).
ESSENTIAL JOB FUNCTIONS
- The following functions are accomplished utilizing various hand tools and equipment. Duties and tasks reflect substantial variety and complexity. Serves as a resource to others in the resolution of complex problems and issues. Relies on experience and judgement to plan and accomplish assigned goals.
- Performs installation, maintenance, repair, and retrofit of HVAC systems for Company facilities, including monitoring HVAC systems operations and assures routine preventive maintenance.
- Performs special projects such as installation of HVAC systems for UPS, LAN and phone systems/environments in plants, substations, offices, and other facilities.
- Responsible for Control Room and Harris system HVAC and Companywide refrigerant recovery, recycling and CFC compliance.
- Performs upgrades to building systems,
- Responsible for redesign of Company HVAC installations as necessary .
- Obtains permits for HVAC and mechanical systems installation in Company facilities.
- Checks, repairs and/or replaces valves, motors, controls, switches, gauges, wiring, fans, pumps, compressors, condensers, cores, pipes and other functional components of HVAC systems.
- Maintains water treatment systems.
- Installs and maintains energy management systems.
- Performs all work with adherence to safety procedures and code specifications.
- Accountable for direct expenses as in labor and material.
- May orient, train, assign and check the work of lower level employees.
- Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
ENVIRONMENTAL DEMANDS
- The employee is subject to both outside and inside environmental conditions. The employee is also subject to noise, where the employee has to shout in order to be heard. In addition, the employee is subject to hazards including a variety of physical conditions, such as a proximity to moving mechanical parts, electrical current, high places, exposure to high heat and/or to chemicals. Employee is also subject to atmospheric conditions: fumes, odors, mists, gases and/or poor ventilation. The employee may be required to wear a respirator at times. In addition, the employee may be subject to oils, to include skin exposure.
PHYSICAL DEMANDS
- Very heavy work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms.
- Balancing: Maintaining body equilibrium to prevent falling when walking, standing or crouching on narrow, slippery or erratically moving surfaces.
- Stooping: Bending body downward and forward by bending spine at the waist.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Standing: Particularly for sustained periods of time.
- Walking: Moving about on foot to accomplish tasks.
- Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
- Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
- Grasping: Applying pressure to an object with the fingers and palm.
- Feeling: Perceiving attributes of objects, such as size, shape and temperature or texture by touching with skin, i.e., fingertips.
- Talking: Expressing or exchanging ideas by means of the spoken word; those activities in which detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
- Hearing: Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
- Repetitive motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
- Visual acuity: Color, depth perception and field of vision to include the readings of figures and maps, and visual inspection of work performed.
