GENERAL FUNCTION
The Tax Economist supports the Tax Policy division by analyzing business taxes and assists in revenue analysis and forecasting. This position will also maintain and update income tax models and numerous databases and perform other job duties related to tax policy and legislation.
TYPICAL FUNCTIONS
The functions performed by employees in this job family will vary, but may include the following:
  • Assists the Attorney General's office with litigation by providing background information or testimony in court
  • Analyzes business taxes and assists in revenue analysis and forecasting
  • Confers with other divisions or agencies to determine the need for new or changes to existing rules/policy
  • Reviews existing or proposed administrative rules/policy
    • Confers with other divisions or agencies to determine the need for new or changes to existing rules/policy
  • Conducts fiscal impact analyses on proposed legislation regarding taxes, fees or the apportionment of revenues; tracks measures as they progress through the legislative process and compile and analyze pertinent information regarding each bill and draft a report determining revenue and administrative impact to the State
  • Prepares and conducts power points presentations for interim studies called by members of the state legislature
  • Analyzes existing or proposed tax laws to determine their impact on revenue and to provide statistical summaries for public release
  • Assists and advises the Governor's office and other agencies regarding revenue related data, projections, or the impact of existing or proposed legislation on revenue
  • Prepares annual estimates of the General Revenue Fund for Governor's Executive Budget Office of State Finance, Equalization Board and the Oklahoma Legislature
  • Maintains and updates income tax models and numerous databases
  • Provides revenue related data and nonmathematical information to other agencies, academics and public interest groups when requested
  • Assists with the preparation, compilation and review of annual apportionment reports, legislative summaries, expenditure reports and other special projects
    • Prepares and conducts power points presentations for interim studies called by members of the state legislature
  • Updates monthly projections and prepares cash-flow analyses to appropriated state funds; prepares non-casual (time series) analyses on revenue data
  • Reviews Oklahoma Statutes, Oklahoma Tax Commission Rules, Policies and Procedures and prepares responses to letter ruling requests or other inquiries
  • Maintains familiarity with regional, statewide, and local social economic data as a part of economic forecasting or special studies
  • Works with the state economist on the design and use of statistically reliable economic models to aid in analyzing tax programs and in preparing quarterly economic forecasts
  • Responds to requests from divisions within OTC, other state agencies, or taxpayers that are requesting specific information regarding application and/or interpretation of statutory and administrative rule provisions
  • Designs and constructs large scale and complex data bases for collection, storage, and retrieval of statistical information related to major tax programs, including operational data for administrative and operational analysis

LEVEL DESCRIPTORS
The Tax Economist job family consists of two levels which are distinguished based on the complexity of the work assigned, the level of expertise required to perform specific job assignments, and the responsibility assigned for providing leadership to others.
The Level I is where employees are assigned professional-level responsibilities performing advance-level work involving a wide-range of economic functions or activities, including conducting research, creating & maintaining reports, and recommendations of an unusually complex nature, or other similar work.
MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of
  • A bachelor’s degree in finance, economics, accounting or a related field; PLUS three years of professional-level work experience doing economic research or econometric forecasting
  • OR an equivalent combination of education and experience
PREFERENCE STATEMENT
Preference may be provided to those with significant technical skills including proficiency in Base SAS programming and Microsoft Excel.
SPECIAL REQUIREMENTS
Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
